A month has passed since Hainan Province took the lead in announcing the appointment of the director of the Provincial Department of Veterans Affairs. According to the statistics of public reports, at least 17 provincial veteran local officials appeared during this period (including public candidates for appointment).

It should be mentioned that the relevant candidates in Hebei Province, which had previously been mentioned as worthy of attention by political insights, have also been disclosed recently.

As of Nov. 3, at least 18 provinces in China have announced their candidates for the heads of provincial veteran affairs agencies (including their proposed appointments).

According to the Plan for Deepening the Reform of Party and State Institutions issued by the Central Committee of the Communist Party of China in March this year, Provincial Party and Government Institutions Reform Program shall be submitted to the Central Committee for examination and approval by the end of September 2018, and the institutional adjustment will be basically in place by the end of 2018.

It is not difficult to see from the above table that 12 of the 18 new office (bureau) directors were transferred from other departments and agencies of the provincial government to the newly established Office of Veterans Affairs (bureau). For example, Luo Shixiang, the first retired serviceman affairs director in Hainan Province, has served as Deputy Director of Comprehensive Investigation Office of the General Office of the Hainan Provincial Committee, Deputy Secretary-General of the Standing Committee of the Hainan Provincial Peoples Congress, Director of the Environmental Resources Working Committee, etc. His resume shows that he has just served as Director of the New Hainan Provincial Safety Administration at the end of 2017.

However, although Luo Shixiang was transferred from the Provincial Safety Supervision Bureau to the Department of Veterans Affairs, he, like most other new office (bureau) directors, did not lack local frontline work experience. In 2008, Luo Shixiang went to Danzhou to serve as Deputy Secretary of the municipal Party committee.

As mentioned above, although only a few people in Lihaibin, Jilin, and Lou Xiaoping, Ningxia, have never been in charge of one party, only three new directors, Chen Yihui in Fujian, Chen Xiaoshan in Guangdong and Zhang Baojuan in Jiangsu, have been directly promoted to the Office of Veterans Affairs from the municipal office.

It is worth mentioning that in the analysis of the previous position of the new office (bureau) director, it is found that Shi Peiwei of Shandong Province, Qin Zhe of Liaoning Province and Niu Yan of Gansu Province are three persons who have been promoted from the relevant positions of the provincial Party committee to the Department of Veterans Affairs.

The two female directors are old civil administration.

It is particularly necessary to mention that among the 18 candidates, there are two women directors.

On October 23, the Directors of the Department of Veterans Affairs of Jiangsu Province and Ningxia Hui Autonomous Region announced that Zhang Baojuan and Lou Xiaoping were elected on the same day. The comparison shows that there are many similarities between the two women directors.

Lou Xiaoping, born in 1962, is five years older than Zhang Baojuan, but both women hall directors have long worked in the civil affairs system. Among them, the media disclosed that Zhang Baojuan had worked in Jiangsu Provincial Civil Affairs Department for a long time, and was transferred to Yangzhou only in 2012.

The reason why Zheng Zhi sees the work experience of civil affairs is related to the nature of retired military affairs. Before the establishment of the Ministry of Veterans Affairs, the relevant work was scattered in several other ministries, among which the Civil Affairs Department was one of the most important.

For the State Council, the relevant functions of civil affairs and peoples society were also integrated into the organizational reform plans of these provinces, and the Office of Veterans Affairs (Bureau) was established. Some media commented on the two aforementioned directors: Rich experience in civil affairs is very helpful to serve as the first director.

The two directors came from the army.

Apart from two female directors and two cadres coming out of the barracks, they deserve attention.

According to the resume of political insight analysis, Feng Zheng, director of the Department of Veterans Affairs of Shanxi Province, is not only a military cadre, but also a child soldier. Feng Zheng, who was born in 1969, went to the barracks as a soldier when he was 17 years old. He served as the former 63 Army soldier and then entered the military academy.

At the age of 24, Feng Zheng left the army to work in the area. He has successively served as Section Chief of Shaanxi Machinery Import and Export Corporation and Secretary of Party Branch of Shanxi Township Enterprise Coke (Supply and Marketing) Group Head Company. In 1998, Feng Zheng was appointed Deputy Director-General of Shaanxi Prison Administration Bureau, and he has been Deputy Director-General of Shanxi Provincial Judicial Department since then. In 2011, Feng Zheng was appointed Executive Vice Mayor of Jincheng City, and then returned to the provincial government. He was the director of Shanxi Food and Drug Administration before his new appointment.

Another former director is Zhang Shengzhen, who was recently announced by Yunnan Daily. However, it should be mentioned that the information published by Yunnan Daily is only for candidates.

Media reports said Zhang Shengzhen, who was born in 1963, served as deputy leader of the army. After taking office, he served as deputy head of discipline inspection group of Yunnan Provincial Governments Office of National Defense Science, Technology and Industry (at the official level), the head of discipline inspection group of Provincial Governments Office of National Defense Science, Technology and Industry, the head of discipline inspection group of Provincial Safety Supervision and Administration, and the deputy director of Provincial Safety Supervision and Administration.

Hebeis dual status: typical and important

As mentioned at the beginning of this article, the first director of the Department of Retired Military Affairs of Hebei Province has also been appointed.

On Nov. 2, Peng Mei News disclosed that Lan Baoliang, who previously served as secretary and director of the Party Leadership Group of Hebei Civil Affairs Department, had been transferred to the Party Leadership Secretary of the Department of Retired Military Affairs of Hebei Province.

Lan Baoliang, 58, who joined the Communist Party of China in March 1984 and worked in December 1978, graduated from the Central Radio and Television University with a bachelors degree in law.

The reason why we should pay attention to Hebei alone is that shortly after the establishment of the Ministry of Veterans Affairs, Hebei was repeatedly mentioned as a learning model by Minister Sun Shaocheng.

The reason why Hebei is affirmed is its attention and attempt in the related work of veterans.

At the end of January this year, the first retired servicemen management service center in Hebei Province was unveiled. It is the first provincial-level relevant institution in China. In terms of time, it was even earlier than the establishment of the Department of Veterans Affairs. According to the data, the center is a fully funded institution directly under the Hebei Provincial Civil Affairs Department, with three departments. After the institutional reform, the media in Hebei revealed that the newly formed Office of Veterans Affairs has integrated the functions of the former civil affairs, the civil society and the army. In fact, Hebei is not only a typical example, but also a heavy town.
