Russian Prime Minister signs a decree to impose sanctions on some citizens and legal persons in Ukraine

According to the Russian Government Information Service, the decree aims to respond to Ukraines unfriendly actions against Russian citizens and legal persons and to normalize relations between the two countries.

According to sources, the targets of sanctions include judges of the Constitutional Court of Ukraine, members of the Supreme Rada (Parliament), leaders of administrative organs and large enterprises, and legal persons controlled by Ukrainian businessmen.

According to the decree, the non-cash securities and property of the target in Russia will be frozen, and the capital in Russia will be prohibited from flowing out of Russia.

On the same day, Russian Presidents press secretary Per Skov said Russia was not the initiator of mutual sanctions. Russia can not rule out the possibility of cancelling these sanctions measures after Ukraine changed its policy toward Russia.

In October, Russian President Vladimir Putin signed an order to impose special economic restrictions on Ukraine in response to Ukraines unfriendly behavior. Russia stressed that sanctions were not aimed at all the people of Ukraine.
