Why do you want to stop selling lottery tickets online?

On the last day of October, the news came out that Feng Lizhi, former deputy director of the China Welfare Lottery Issuance and Management Center, had been investigated. Carding showed that Feng Lizhi had already had three directors of the center and a deputy director of the center.

Why is that so? This has nothing to do with the lotterys ability to absorb gold. But compared with the game mode of foreign gambling industry, why can the lottery funds of our country make corrupt officials have an opportunity?

Go all the way

Feng Lizhi, former vice director of China Welfare Lottery Issuance and Management Center, former chairman of Beijing Zhongcai Online Technology Co., Ltd., and current vice director of China Childrens Welfare and Adoption Center, is currently under disciplinary review and supervision for serious violations of discipline in the lottery field, the discipline inspection and supervision team of the Ministry of Civil Affairs said on October 31. Investigation.

CV shows that Feng Lizhi was born in Hulan, Heilongjiang in September 1959. Since 2006, he has been the assistant director of China Welfare Lottery Issuance and Management Center and the director of marketing department. Two years later, he will be the deputy director of China Welfare Lottery Issuance and Management Center in 2008. He has also been the chairman of Beijing Zhonglottery Online Technology Co., Ltd. since 2010. Since November 2013, he has been deputy director of China Welfare and adoption center.

Among the systematic corruption cases investigated by the Commission for Discipline Inspection, there are numerous examples of corrupt officials picked up by the follow the vine and touch the melon.

When Bao Xuequan, the former director of the off-horse lottery center, took charge of the center in 2006, Feng Lizhi served as assistant director of the center, acting as his left arm and right arm. Two years later, Feng Lizhi served as deputy director of the welfare lottery center and formally joined up with Bao Xuequan. In 2013, Feng Lizhi left the welfare lottery center, and the media also interpreted it as Bao Xuequan. In the same year, Bao Xuequan also left the welfare lottery center because of the report. However, the turmoil at that time did not let Bao Xuequan lose his official position.

In addition, some media pointed out that a problem of the welfare lottery center lies in one of the important categories of welfare lottery tickets, Zhongfu Online. Even the media bluntly said that the lottery online company has quietly transformed from a nominally state-owned holding company into a personal wealth empire controlled by senior executives. It is understood that the sole operator of Zhongfu Online is Zhongcai Online Company, and its largest shareholder is the Fortune Lottery Center.

Ho Wen, the general manager of China Lottery Online, was suspected of making at least 2.7 billion yuan in illegal profits, and the huge economic contacts between him and Bao Xuequan have also been detected. In this context, Feng Lizhi, vice director of the center and concurrently chairman of Beijing Zhongcai Online, deserves special attention.

Systematic corruption

Before Feng Lizhi was checked, three directors and one deputy director of the Fok Lottery Center had dropped.

From the time sequence of notification:

In February 2017, Bao Xuequan, former director of welfare lottery center, was investigated.

In February 2017, Wang Yunge, former deputy director of Fucai Center and former chairman of Beijing Zhongcai Online Technology Co., Ltd., was investigated.

In April 2017, Chen Chuanshu, former director of welfare lottery center, was investigated.

In September 2018, Wang Suying, former director of welfare lottery center, was sacked.

At the same time, as a subordinate higher-level body, the Ministry of Civil Affairs was also affected by corruption in the lottery system. Former Minister Li Guo, former Deputy Minister Dou Yupei, former head of the discipline inspection team of the Central Discipline Inspection Commission in the Ministry of Civil Affairs Qu Shuhui, former member of the Party group Chen Chuanshu and other provincial and ministerial officials were involved in and prosecuted.

Among them, in early 2017, the Central Commission for discipline inspection confirmed that Li Liguo and Dou Yupei were under review. Then, the former cliff type downgrade, the latter retired early.

Similar to Feng Lizhis and Bao Xuequans subordinates, most of the aforementioned persons involved in the case have intersections in their work and close personal relations.

Statistics show that when Chen Chuanshu served as director of the welfare lottery center, Bao Xuequan has always been his deputy. After Chen Chuanshu left the welfare lottery center, Bao Xuequan took over the lead. At the same time, when Li Liguo might be promoted to the Ministry of Civil Affairs, he kept a low profile in treating the disease, and it was Bao Xuequan who helped him to contact reliable medical institutions. In addition, Wang Suying has also been disclosed by the media and Li Liguo closely related.

Audit + Inspection let the nest case show up

The clue to the corruption case of the lottery system was first discovered by the National Audit Office.

In June 2015, the State Audit Office issued its fourth announcement, which stated that a total of 65.8 billion yuan of lottery funds were sampled from 18 provinces between 2012 and 2014. The amount of illegal violations, such as misrepresentation, misappropriation, illegal procurement, illegal purchase of buildings and buildings, grants and subsidies, amounted to 16.9 billion yuan, accounting for 25.7% of the total funds. Among them, violation of the provisions of the procurement and accounting accounts for lottery funds amounted to 9 billion yuan, the largest scale.

Since then, the problem of corruption in the lottery system has gradually emerged.

It is worth mentioning that before the audit, the system was not without negative news.

However, Bao Xuequan was not affected by the report at that time. Instead, he was transferred to be a member and vice-director of the National Party for the Aging Organization and later to be an inspector of the Retired Cadres Bureau of the Ministry of Civil Affairs.

Why does the public interest make the online lottery run aground?

Finally, the government knows to answer the questions at the beginning of this article. What is the difference between lottery and foreign gambling in China? What is the relationship between lottery and foreign football lottery?

Lotteries, many people linked it to gambling. But in fact, it is not the case in China. Whether it is Chinas welfare lottery or Chinas sports lottery, its public welfare nature is very prominent.

Simply put, the purpose of the lottery industry in China is not to make profits, but to raise public funds while providing a form of entertainment for the public. According to regulations issued by the Ministry of Finance and other departments, a considerable proportion of lottery sales in China should be included in public welfare funds, such as 36% of double-color balls and 18% of the type of guessing. The public welfare fund raised will be used for various public welfare undertakings throughout the country, involving poverty alleviation, education, sports industry and so on. The rest of the lottery sales proceeds will be used in different proportions as the winning prize, as well as the selling and management costs.

One thing to mention is that foreign countries are not without public welfare lotteries. Britains national lottery, the lottery issued by the states of the United States and Chinas welfare lottery operation model is similar, will retain part of the public welfare fund. But the problem is that, for gamblers, if they want to get rich overnight by gambling, they will choose more profitable gambling companies with higher reward rates.

In fact, this is the reason why our country still prohibits the sale of football lottery tickets.

Statistics show that between 2007 and 2015, there were 5 halting activities before and after the sale of lottery tickets. The last ban has not yet been lifted. The ban annoys fans most about the inconvenience of purchasing football lottery during the World Cup, even though the legal sale of football by street lottery stations is similar to foreign online gambling.

Zheng knew that the public welfare funds retained from lottery sales would be allocated to the central and local governments at a ratio of 50% to 50%. If we open up online lottery, we will cause mismatch of funds and difficult to verify geographical issues. In addition, under the background of frequent audit problems, the diversification and flexibility of lottery sales channels are obviously not conducive to improving the above problems.
