According to a report by the Tibet Autonomous Region Defense Office, a landslide occurred about 5 km downstream of Jiala Village, Pai Town, Milin County, Linzhi City, blocking the Yarlung Zangbo River from the night of October 16 to the early morning of 17. The landslide was about 80 km from the Nuxia Hydrological Station (Linzhi, Tibet) and 175 km from the Dexing Station (Motuo, Tibet). The water level and flow at the Dexing Station were different. The water level dropped 3.01 meters on Oct. 17 at 14pm from Oct. 16 at 20pm, and the flow rate decreased from 3,430 cubic meters per second to 1,580 cubic meters per second. According to preliminary estimates, at 12:00 on the 17th, the backwater length of the upper reaches of the barrier lake has reached about 15 km, the water level in front of the weir has risen about 40 meters, and the water storage capacity is about 150 million cubic meters.

After receiving the danger report, E Jingping, the Deputy commander-in-chief of the State Defense Department and the Minister of water resources, asked for a quick understanding of the situation, to do a good job in personnel transfer, hydrological monitoring and risk disposal. The State Defense General and the Ministry of Water Conservancy urgently convened a consultation meeting to analyze and judge the situation of the barrier lake, and to deploy the relevant work. They also consulted the Joint Staff Department of the Central Military Commission to provide assistance on landslides, the size of the barrier body and the water storage status of the barrier lake. According to the memorandum of understanding between the Ministry of Water Resources and India on the provision of hydrological data during the flood season of the Yajiang River, the Ministry of Water Resources informed the Indian Embassy in China of the situation. The Tibet Autonomous Regions Flood Control Index launched a class III emergency response, issued a circular requesting the upper and lower reaches of the barrier lake to do a good job in transferring personnel, and sent a working group to the scene to assist and guide. Milin County has organized the transfer of 73 people from the affected areas. It is understood that the landslide is located in an unmanned area, belonging to the canyon-shaped reach, the lower reaches of the river along the two sides of the residents living in generally higher locations (the ground level of Motuo County is more than 300 meters higher than the bottom of the river), the lower reaches of the hydropower station is not under construction and has been built, there are no casualties and serious disaster reports.
