A: as far as I know, this afternoon.

Q: Can you brief us on Vice Premier Han Zhengs visit to Russia and Singapore and the holding of meetings on bilateral cooperation mechanisms? How does China evaluate the current Sino Russian relations and Sino Singapore relations?

Investment and energy cooperation is an important part of pragmatic cooperation between China and Russia. During his visit to Russia, Vice Premier Han Zheng will hold the fifth meeting of the Sino-Russian Investment Cooperation Committee with Vice Premier Siluanov and the fifteenth meeting of the Sino-Russian Energy Cooperation Committee with Vice Premier Kozak. This is the first meeting of the new chairmen of the China-Russia Investment and Energy Cooperation Committee after the change of the two governments. The two sides will comb the achievements of cooperation in investment, energy and other fields, focus on in-depth exchanges of views on the practical implementation of the consensus of the two heads of state, explore measures to deepen cooperation, and check the table on the progress of major cooperation projects, thus accumulating results for other important meetings held by the two heads of state and prime ministers during the year.

Singapore is a friendly neighbor of China. The two countries have established an all-round partnership with the times, and have carried out fruitful cooperation under the framework of one belt and one road. Vice Premier Han Zhengs visit is aimed at implementing the important consensus reached by the leaders of the two countries, strengthening strategic communication and deepening pragmatic cooperation. During the visit, Vice Premier Han Zheng will meet with Singaporean President Harima, Prime Minister Lee Hsien Loong, Vice Premier Zhang Zhixian and Vice Premier Shandaman. The two sides will exchange views in depth on Sino Singapore relations, building one belt and one road and other international and regional issues of common interest.

The bilateral cooperation mechanism at the vice premier level includes the bilateral cooperation joint committee, the Suzhou Industrial Park Joint Coordination Council, the Tianjin Eco-city Joint Coordination Council and the Sino-Singapore (Chongqing) Joint Coordination Council for Strategic Interconnection Demonstration Projects. This is the highest level of institutional communication channel between the two countries and has played an important role in deepening China-Singapore mutually beneficial cooperation and serving the economic and social development of the two countries.

At present, search and rescue is still in progress.

A: China has always fully and strictly implemented the DPRK-related resolutions adopted by the United Nations Security Council, and resolutely opposes unilateral sanctions and long-arm jurisdiction imposed by any country on Chinese entities or individuals in accordance with domestic law. China has made solemn representations to the US side about the matter, urging the US side to stop the erroneous practices.

Q: Our correspondent reported on the development of the Mekong River basin. China widened the river by blasting to allow merchant ships to pass. This has been welcomed by some, but fishermen and environmentalists are worried that this is part of the one belt strategy to control the global economy. What is Chinas response to this?

Geng Shuang: where did your reporter go?

Reporter: the border of Thailand.

Geng Shuang: who is in the construction now? China or Thai side?

Reporter: China.

Answer: I dont know the specific situation you need to check.

China has always been actively involved in the Lancang Mekong River cooperation. In recent years, the Lan-Mekong cooperation initiated by the Chinese side has achieved rapid development, yielded a series of positive results, and received the positive response and participation of all countries in the Lancang-Mekong River Basin. These achievements are increasingly benefiting the peoples of the Lancang Mekong River Basin.

As for the possible other consequences of the blasting you mentioned earlier, China and the countries of the Lancang-Mekong River Basin have always paid attention to carrying out environmental assessments in advance and protecting the local environment when carrying out the relevant projects. Moreover, all projects were carried out under the joint consent of the Chinese side and the parties concerned.

As for the one belt and one way mentioned by you, as a resident reporter, you should be very clear that the one belt and one road is the Economic Cooperation Initiative, pursuing the principle of sharing and sharing, holding the spirit of openness, inclusiveness and transparency, and always pursuing high quality, high standard, sustainable and green environmental protection. The initiatives positive results in the past five years are obvious to all. Let me give you one example. So far, more than 130 countries and international organizations have signed the one belt and one way cooperation agreement with the Chinese side, which is very clear. We have always stressed that all like-minded countries can participate in the one belt and one way. We are open and welcome to them.

Q: who will lead the delegation to attend this years UN General Assembly and give a speech?

A: please wait patiently for two days. We will release relevant information in due course.

Q: According to media reports, the US side said recently that the losses caused by the Sino-US trade war are smaller than those caused by China, and the pressure on China is greater than that on the US side. Chinas economy looks bad. Business and investment are collapsing. What is Chinas response to this?

A: Chinas position on Sino US economic and trade frictions is clear and consistent. We have always emphasized that trade wars can not solve problems, but only harm others. There is a saying in China that one thousand enemies are injured and eight hundred are injured by oneself. I think it is meaningless to discuss who loses one thousand and who loses eight hundred.

I think you may have noticed that at a recent hearing in the United States on the proposed tariff increase on $200 billion of Chinese products, the overwhelming majority of the delegates at the meeting believed that the tariff increase would harm American enterprises and even destroy related industries. In its written submission, the American Chamber of Commerce said that tariffs would cause significant harm to American consumers, workers, companies and the U.S. economy. Of the more than 1,400 comments received by the Office of the U.S. Trade Representative, most agreed that higher tariffs would push up the cost of living for Americans in everything from cradle to grave, everyday life.

Just yesterday, the American Chamber of Commerce in China and the American Chamber of Commerce in Shanghai issued a report showing that nearly two-thirds of American enterprises in China believe that the first round of US $50 billion tariffs imposed by the United States has affected their business in China. More than 70 percent of American enterprises in China believe that the proposed US $200 billion tariff will have a negative impact on their business. Measures will backfire.

We once again urge U.S. policy makers to listen to the strong voices of the U.S. industry and consumers, to listen to the consensus of the international community on multilateralism and free trade, to return to rationality as soon as possible, and to stop unilateralism and trade protectionism.

As for Chinas economic situation, according to the latest statistics, Chinas GDP growth in the first half is 6.8%. The total import and export volume increased by 9.1% from January to August, and the newly established foreign-funded enterprises in China increased by 102.7% compared with the same period last year. Despite increasing external uncertainties and unstable factors, Chinas economy as a whole remains stable and stable. The Chinese government is confident and able to ensure steady and healthy economic development.

Finally, as my colleague from the Ministry of Commerce and I said yesterday, China has received an invitation from the United States to hold a new round of consultations on economic and trade issues and welcomes this. The escalation of trade conflicts does not conform to the interests of any party, and dialogue and consultation on the basis of equality and good faith is the only correct way to solve the problem.
