One is to establish an efficient and collaborative promotion mechanism. We should compact the main responsibilities of relevant local and national railway groups, strengthen overall planning and coordination, give full play to the role of negotiation mechanism in the preliminary work of existing railway construction projects, and bring the three regional intercity railway and urban (suburban) railway projects into the mechanism and focus on promotion. The second is to improve the annual Rolling implementation plan. Establish a key project database with annual dynamic rolling update, form a clear and linked task book and work account, strengthen overall scheduling, and ensure the implementation of various tasks. The third is to accelerate the preliminary work of the project. The feasibility study plan should be made in depth and detail, and the route direction, site setting and main technical standards should be fully compared and demonstrated, the project construction scheme should be stabilized as soon as possible, and the approval of pre requisites should be accelerated. Fourth, do a good job in project construction and operation management. Adhere to the bottom line of quality and safety, firmly establish a sense of risk, and steadily and solidly promote railway construction. We should actively do a good job in operation management, study and break the traditional operation mode, carry out pilot demonstration, and promote the diversification and moderate competition of transportation market entities. The fifth is to guarantee the construction funds. We should make full use of financial and social funds, raise construction funds in various ways and channels, actively innovate investment and financing mechanisms, and attract long-term social capital to participate in project construction.
