In this context, it is known as the enhanced version of the plastic restriction order launched. According to the announcement, the implementation of the above-mentioned measures will take about a month. How to deal with supermarkets and catering enterprises, which used to be large users? What is the impact of policy on the development of industry? Securities Times reporter recently made an investigation.
Supermarkets and catering enterprises actively respond to plastic restriction order
The consumption of plastic products in China is amazing. Take the plastic shopping bags, which are the key objects under the plastic ban order, as an example. According to the statistics of the plastic recycling Professional Committee of the China Plastics Association, about 3 billion plastic bags are used every day in China. As of 2019, the annual consumption of plastic bags has exceeded 4 million tons, and the delivery and express delivery industries are aggravating this problem. According to statistics, the annual consumption of plastic packaging for express delivery in China is about 1.8 million tons, and that for delivery plastic packaging is more than 500000 tons.
As a large consumer of disposable plastic products in the past, how about the use of disposable plastic bags?
In a store of China Resources Wanjia supermarket in Shenzhen, the reporter found that in front of the cash register of the supermarket, rows and rows of plastic shopping bags were still hanging. After consulting the staff with the identity of customers, the staff said that at present, plastic shopping bags are still provided in the form of charging, and will be adjusted according to the latest requirements of relevant departments.
Food and beverage enterprises are also the major users of plastic products. The bags packed with meals, forks and straws in tableware are widely used disposable plastic products in life. So, in the face of the enhanced version of the plastic measures, how to deal with the large-scale catering enterprises?
In a KFC store in Shenzhen, the reporter found that the shop is still providing plastic straws for free, but disposable chopsticks, forks, spoons and other tableware, if consumers need, the store will charge 0.1 yuan per sheet.

In a Yongwang supermarket store in Longgang District of Shenzhen City, the reporter learned that since October 1 this year, the supermarket has not provided free disposable chopsticks and spoons, and customers can pay for them if they need to. In this regard, the shopping mall has been prompted in an eye-catching position.

In a Starbucks store in Shenzhen, reporters found that plastic straws have been basically replaced by paper straws. The reporter ordered a single, found that Starbucks paper straw than the general plastic straw slightly soft, but does not affect drinking.

The first option that we can see in Futians tea shop is that we can no longer provide suction tube for customers in Shenzhen.
Naixues store in Zhuoyue center in Shenzhen has become the first pilot store for environmental protection. It can be seen that the store provides biodegradable environmental protection straw and implements waste classification. It plans to suspend the supply of plastic straw at the end of the year. In addition, there is also an activity of reducing the price of 2 yuan with its own cups: consumers can buy 2 yuan of tea products by using their own cups to buy tea products, and then get the 30g ant forest energy through Alipay payment. The reporter understands that this activity was launched in the whole country in July this year.
Similarly, as the key industry of plastic restriction, the express delivery industry and delivery platform have no new measures for the time being. The reporter called Shunfeng customer service, the other side said that at present, there is no notice of additional charges issued by the company for the packaging bags of plastic products. At present, there is no charge for the document seal and plastic packaging. Only the heavy goods express items, the plastic fillers inside need to be charged according to the weight of the goods. There is no further action on recycling cartons. The customer service of meituan delivery platform said that at present, it is all the businesses who decide whether to charge for disposable plastic packaging. The platform has not participated too much and has not received the relevant regulations of the platform on restricting plastic products.
In an interview with a reporter, a partner in charge of investment in the field of new materials of a large venture capital institution in East China said that at present, the plastic restriction order is relatively difficult to implement because, first of all, the cost of alternative products is relatively high, and the willingness of enterprises is not strong. However, this is due to the high cost of the whole production process of degradable plastic products such as polylactic acid (PLA), and the production scale is limited, and the scale economy is still low Second, there is no perfect alternative to plastic properties, such as paper straws, which will soften when exposed to water. He stressed that in addition to the replacement of degradable materials, the recycling of non degradable plastics is also a good solution. For example, the current garbage classification advocated by various places can also play a very good role in recycling the original non degradable plastics.
Local governments and enterprises continue to act
This year, many cities have stepped up their pace in promoting the implementation of the plastic restriction order.
In November, Beijing released the Beijing action plan for plastic pollution control (2020-2025) (Draft for comments), which specifically stipulated the time limit and steps for the treatment of plastic pollution in six major industries in Beijing, including catering, takeout platform, wholesale and retail, e-commerce express delivery, accommodation and exhibition, and agricultural production. Strict requirements were put forward for each industry to rectify the plastic pollution and strengthen the intensity of plastic reduction.
Many enterprises have also launched relevant plans.
Plastic substitution industry has a bright future
The news about the upgrading of plastic restriction has also been projected to the stock market. Recently, more than A-share concept stocks have been stirred up, and market funds have also smelled the opportunities.
On August 25, 2017, Danhua technology announced that the company would invest 84 million yuan to establish a polyglycolic acid (PGA) degradable plastics project company in Danyang, Jiangsu Province, jointly with relevant parties and some technical backbones of the company. The project company will take glycolic acid, a downstream derivative of coal to ethylene glycol from Tongliao Jinmei Chemical Co., Ltd., as raw material, and adopt the proprietary technology of Jiangsu Jinju alloy material Co., Ltd., the holding subsidiary company, to construct a PGA production line with an annual capacity of 3000 tons in the first phase, and a production line with an annual output of 300000 tons in the long term.
Ruifeng high materials held the 12th (temporary) meeting of the Fourth Board of directors on March 16, 2020, deliberated and passed relevant proposals, and planned to invest in the construction of 60000 tons of PBAT biodegradable plastic project in Yiyuan Chemical Industry Park (the companys new plant area).
This year, Meilian new materials also plans to issue shares to specific objects, and plans to raise funds to invest in the industrialization project of functional masterbatch and biodegradable masterbatch and supplement the working capital. Among them, the construction contents of the industrialization project of functional masterbatch and biobased degradable masterbatch mainly include four new functional masterbatch production lines and one bio based degradable masterbatch production line. Data show that the biodegradable masterbatch is an important upstream industry in the degradable plastics industry chain.
However, due to capital, technology, market and other factors, the promotion of degradable plastics projects of some companies is not very smooth. Whether it can form a real profit growth point in the future still needs time and market verification.
For example, in the report of independent directors of Danhua technology in April this year, the independent directors mentioned that the construction of the companys polyglycolic acid (PGA) degradable plastics project company was lower than expected. After many years of involvement in degradable plastic projects, Danhua technology itself is still in the situation of loss or meager profit repeatedly, with a loss of 433 million yuan in 2019 and another loss of 227 million yuan in the first three quarters of 2020.
On the evening of December 2, Danhua technology provided risk warning for the recent abnormal stock price fluctuation. In the announcement, Danhua technology said that in the first 11 months of this year, the companys trial production of degradable plastic products sales of about 6 million yuan, accounting for a small proportion of the companys operating income.
According to the research view of China Merchants Securities, the paper industry and degradable plastics are facing development opportunities under the background of plastic restriction upgrading. At present, starch based, PLA and PBAT are the main degradable plastics products. In terms of global production capacity, starch based, PLA and PBAT account for 38%, 25% and 24% respectively. However, the domestic traditional plastic products have large capacity and low cost, so the demand for degradable plastics is insufficient, the production capacity is limited, and the cost is relatively high. In the short term, disposable tableware will be partially replaced by paper tableware, and the demand for paper industry will rise. In the long run, with the promotion of plastic restriction and ban policy in the future, the production capacity of domestic degradable plastics is expected to increase significantly and the cost will also decrease.
