The court found that from the beginning of 2009 to march of 2019, the defendant Zhang Cheng, taking advantage of his position, sought benefits for others in undertaking basic liquor supply business, price adjustment of base liquor, credit sales of base liquor, purchase of liquor outer packaging materials, and payment for goods, and illegally received property equivalent to 34.18762 million yuan. After the case, Zhang Cheng, the defendant, took the initiative to explain most of the bribery facts that the case handling organs did not have, and the stolen money from his bribery had been recovered to 13.987 million yuan.

The court held that the defendant, Zhang Cheng, as a state functionary, took advantage of his position to seek benefits for others and illegally accepted other peoples property. The amount of money was very large, and his behavior constituted the crime of accepting bribes. The defendant Zhang Cheng confessed the facts of the crime truthfully after he was brought to the case. He confessed his crime voluntarily and confessed to punishment. His family members actively cooperated in recovering part of the stolen money. He had statutory and discretionary circumstances of lighter punishment, which should be given a lighter punishment according to law. The court then sentenced the defendant Zhang Cheng to 13 years imprisonment and a fine of 2 million yuan for the crime of accepting bribes, and recovered the property and fruits of bribery according to law and turned them over to the state treasury.
