In order to promote the development of the industry, since March this year, Shanghai has increased the quota of 4000 passenger cars per month on the basis of the original plan, and has increased the quota of 40000 passenger cars in the whole year. As for the amount of Shanghai brand quota to be put into operation next year, the Municipal Transportation Commission said that the total amount control of bus quota is one of the comprehensive traffic management means in Shanghai. The total amount of bus quota is determined according to the factors such as traffic development planning, road traffic conditions, environmental capacity and actual needs of citizens. Next year, Shanghai will continue to determine the investment amount scientifically and reasonably according to the requirements of the municipal Party committee and the municipal government after comprehensive analysis and consideration of various situations.

In addition to the reasonable bus quota, Shanghai will continue to improve the public transport service level, strengthen the orderly connection between various modes of transportation, improve the public transport system, and constantly enhance the attraction of public transport, so as to lead the high-quality development of the city with more efficient and convenient transportation modes.

Recently, the adjustment of the purchase policy of new energy vehicles has been highly concerned by Shanghai citizens. According to the requirements of the notice on improving the financial subsidy policy for the promotion and application of new energy vehicles issued by the Ministry of finance, the Ministry of industry and information technology, the Ministry of science and technology, and the development and Reform Commission on April 23, 2020, the implementation period of the financial subsidy policy for the promotion and application of new energy vehicles will be extended to the end of 2022; from 2019, the local government will not give new energy vehicles any more after the transition period (except for new energy buses and fuel cell vehicles), subsidies will be given for purchase. Shanghai strictly implements the requirements of the state subsidy policy, and does not set up another local subsidy.

At present, Shanghai is studying and formulating local incentive measures. In 2018, Shanghai issued the implementation measures of Shanghai Municipality on encouraging the purchase and use of new energy vehicles, which is valid from February 1, 2018 to December 31, 2020. According to the policy requirements of the state for the overall support of new energy vehicles by the end of 2022, Shanghai will continue to grant free special license plates for new energy vehicles by the end of 2022. At present, the specific policies and regulations are still in the process of formulation and will be released to the public in a timely manner.
