In addition to the U.S. State Department, the CDC has made it clear that the federal prison service, the Department of defense, the Indian health service and the Veterans health administration can obtain vaccines directly from the federal government.
It should be noted that this arrangement is still subject to change, and the biggest uncertainty factor is the FDAs review and approval process.
At present, the market expects that the FDAs review process will take at least a few weeks, and an advisory committee meeting on the review of the vaccine is scheduled for early December. Even if Pfizers vaccine is approved, the first few batches of capacity that can be allocated are bound to be very limited for billions of people around the world. The CDC in the United States has asked for the allocation in the order of health workers, the elderly, patients with underlying diseases and necessary government staff.
