In terms of relaxing the policy of provident fund loan, the circular mentioned that the online approval of project signing for provident fund loan projects was realized. At the same time, according to the notice, the age of individual housing provident fund loans for county level female cadres and female professional and technical personnel with senior professional titles will be adjusted from 55 to 60 years old; for flexible employment personnel, they can apply for loans by continuously paying the provident fund for six months.

On November 16, the National Bureau of statistics released the sales price index of commercial residential buildings in 70 large and medium-sized cities in October. The prices of newly-built commercial residential buildings in 45 cities increased month on month, the prices of newly-built commercial residential buildings in 19 cities decreased month on month, and the prices of newly-built commercial residential buildings in 6 cities remained unchanged month on month.

Among them, the price of newly-built commercial residential buildings in Harbin increased by 0.1% month on month in October and increased by 2.8% year-on-year, ranking 48th among 70 large and medium-sized cities.

Among them, the price of houses with a construction area of less than 90 square meters decreased by 0.1% month on month, the price of houses with a construction area of 90-144 square meters increased by 0.4% month on month, and the price of houses with a construction area of more than 144 square meters was the same as that of the previous month.

In terms of second-hand housing, Harbins second-hand housing prices fell by 0.4% month on month in October, up 0.4% year-on-year.

Among them, the price of the type of household under 90 m2 of the construction surface fell 0.3% on a month basis, the price of the 90-144 M2 type of the building surface decreased by 0.4% on a month basis, and the price of the type of household type above 144 m2 of the construction surface fell 0.7% on a month basis.

3u3001 During the period of epidemic prevention and control, the construction unit can apply for delaying the payment of supporting fees for urban infrastructure in the form of commitment, and the suspension time shall not exceed 2 months. Those who fail to pay in full in case of overdue breach of contract shall be listed in the list of dishonest enterprises according to the provisions, and the relevant departments shall implement joint punishment.

4u3001 For real estate development projects with pre-sale license before September 30, 2021, and in line with other relevant provisions on the signing of individual provident fund loan projects, project signing can be accepted.

6u3001 We will support employees who have paid for provident fund in other places to apply for housing provident fund loans in Kazakhstan, so as to realize the same housing provident fund loan policy in Harbin.

7u3001 The borrower and co payer of provident fund can withdraw the provident fund to repay the commercial house purchase loan by monthly installments. At the same time, online processing mode can be opened to realize online and offline synchronous processing.

8u3001 The age of personal loan for housing provident fund of female cadres at county level and professional and technical personnel with senior professional titles was adjusted from 55 to 60 years old.

9u3001 Flexible employees can apply for loans after six months of continuous deposit of provident fund.

11u3001 From now on to December 31, 2020, we will support and encourage the development enterprises to further sell the newly-built commercial houses such as residential houses and residential apartments to the people who buy houses. On this basis, more preferential policies will be given to those who purchase houses for special contribution groups such as Hubei aid personnel, anti epidemic commendable personnel, etc. The government will assess the sales of profit making enterprises and give them commendations and awards.

12u3001 For the commercial housing sales contracts filed from now on to December 31, 2020, the development enterprise can exercise the right to sign and terminate the contract in the online filing system, and the number of cancellations of each housing sales contract is limited to one time.
