On the one hand, this shows that Chinas semiconductor industry is in the stage of accelerated development, and the enthusiasm of all sectors of society to participate in the development is very high; on the other hand, there are also some inexperienced, no technology, no talent three noes enterprises to join the integrated circuit industry, some local governments do not know enough about the law of the development of integrated circuits, blindly embark on projects, and low-level repeated construction risks Obviously, there are even some problems such as stagnation of construction of individual projects and vacancy of factory buildings, resulting in waste of resources.
The transistor, resistor, capacitor and inductor and other components and wiring needed in a circuit are interconnected and fabricated on a small or several pieces of semiconductor chip or dielectric substrate, and then packaged in a tube shell to form a micro structure with the required circuit function. This is the integrated circuit, also known as chip and IC.
Such a small device has become the focus of catching up between countries and cities.
Chinas integrated circuit industry has officially entered the commercial development, which is the matter of the past 20 years.
In 2000, the State Council issued several policies to encourage the development of software industry and integrated circuit industry, commonly known as No.18 document; in 2011, the State Council issued a notice on several policies for further encouraging the development of software and integrated circuit industry, commonly known as No.4 document. The two wave policies give preferential policies to the semiconductor industry in terms of tax and finance, and the industrial division of labor is preliminarily realized.
In June 2014, the State Council promulgated the outline for promoting the development of the national integrated circuit industry, proposing the establishment of the national integrated circuit industry fund (hereinafter referred to as the big fund) to promote the research and development of new technologies in the semiconductor industry to the national strategic height. At present, the first phase investment of the large fund has achieved remarkable results, and the local industrial base fund has reached 500 billion yuan. The second phase of fund-raising has also been launched to promote the development of domestic semiconductor industry.
With the support of national policies, IC has ushered in several waves of construction climax.
According to the statistics of China Semiconductor Industry Association, the scale of Chinas integrated circuit industry was only 20 billion yuan in 2000, and reached 756.23 billion yuan in 2019, with an average annual growth rate of 21.1%. By the first half of 2020, the sales volume of Chinas integrated circuit industry has reached 353.9 billion yuan, up 16.1% year on year.
In August this year, the State Council issued a number of policies to promote the high-quality development of the integrated circuit industry and software industry in the new period, which further proposed to make a good planning and layout for the development of the integrated circuit industry.
After years of deployment, the country has formed four integrated circuit industry clusters: Yangtze River Delta, Beijing Tianjin Hebei, Pearl River Delta and central and western regions. Integrated circuit industry covers design, chip manufacturing, packaging and testing, equipment and materials, EDA and other fields. The four industrial clusters have their own strengths.
The Yangtze River Delta region is good at manufacturing. Whether it is chip manufacturing and design in Shanghai, or packaging testing and chip manufacturing in Jiangsu Province, it is the biggest advantage of this region
Beijing, Tianjin and Hebei, represented by Beijing, are the most prominent in the design field. For example, among the top ten IC design companies in China, Beijing accounts for more than half;
The Pearl River Delta is more prominent in the field of integrated circuit applications, including ZTE, Huawei, and downstream manufacturers and solution providers;
The central and western regions are in a state of catching up, such as Samsung in Xian and Yangtze River storage in Wuhan.

Among the top 10, the Yangtze River Delta region accounted for five seats, including Shanghai, Wuxi, Hefei, Nanjing and Suzhou, Shenzhen in the Pearl River Delta region, Beijing around the Bohai Sea, and Chengdu, Xian and Wuhan in the central and western regions. This ranking is roughly consistent with the regional pattern of Chinas integrated circuit industry.
Dragon head appears
According to incomplete statistics, as of September 1, 2020, there will be 7021 new semiconductor enterprises in China in 2020, and there will be more than 10000 new semiconductor enterprises in the whole year of 2019. In the first half of this year, more than 140 semiconductor projects have been launched in 21 provinces including Jiangsu, Anhui and Zhejiang.
According to the statistics of data company, in the first half of 2020, the investment amount of semiconductor projects that can be fully traced back will reach 202.1 billion yuan. Among them, Jiangsu, Anhui, Zhejiang, Shandong and Shanghai signed a total of about 160 billion yuan, accounting for 80% of the total investment.
As the main city of integrated circuit development in China, Shanghai has witnessed the first 8 inch production line in Chinese mainland, the first 12 inch production line wholly controlled by state owned and the first integrated circuit listed company in China.
After the layout and development in recent years, on the whole, Shanghai pays more attention to seeking a complete balance of the industrial structure than Jiangsu Provinces first sealed test and Shenzhens design. As far as the major cities in China are concerned, Shanghais IC industry chain is the most complete, and the development of IC design, manufacturing, equipment, materials, packaging and testing is among the best in China, and there is no obvious short board. Such balanced development helps the coordination and linkage among all links of the industrial chain and forms a better industrial ecology.
Chen Mingbo, Deputy Secretary General of the Shanghai municipal government, previously said that Shanghai has gathered more than 600 semiconductor enterprises, with an accumulated investment of more than 300 billion yuan. At the same time, the talent concentration of Shanghai IC industry is about 40%.
Supporting the Yangtze River Delta region, not only Shanghai, but also Wuxi.
As early as the early 1980s, Wuxi was identified as the south base of the national microelectronics industry, and successively undertook the national sixth five year plan, Seventh Five Year Plan and 908 projects. The first integrated circuit in China was born here.
In 2018 and 2019, the scale of integrated circuit industry in Wuxi exceeded 100 billion yuan. As the city with the highest level of integrated circuit industry development in Jiangsu Province, Wuxi plans to reach 120 billion yuan of integrated circuit industry by the end of 2020.
However, from the whole industrial chain layout, Wuxi IC design industry is weak. In 2018, its design industry accounted for only 10% of the scale of the integrated circuit industry, manufacturing industry accounted for 25%, sealing and testing industry accounted for 40%, and equipment and materials accounted for 25%.
At the same time, with the large-scale entry of Nanjing and Hefei, Wuxis former advantages are shrinking and its development momentum is also insufficient.
