As for the proposal of implementing free medical treatment, the State Medical Insurance Bureau said that before the establishment of the basic medical insurance system in China, the medical security system in China mainly consisted of labor insurance and public medical care, and the medical expenses were covered by the state and enterprises, and there was no effective restriction mechanism, which led to serious waste, the funds could not make ends meet, and the medical security system was difficult to sustain. In this regard, the state has gradually explored, starting from the two rivers pilot project in 1994, to explore the appropriate link between medical expenses and personal interests and increase personal responsibility. Considering that China will still be in the primary stage of socialism for a long time, the financial support capacity is still very limited, the level of medical insurance financing is not high, and the fund support capacity is not enough. If free medical treatment is implemented, it will not only compress the scope of basic medical services, reduce the treatment level, but also cause unnecessary medical waste, which is not conducive to the sustainable development of the medical security system in the long run It is conducive to the protection of the peoples health.
The state medical insurance bureau pointed out that practical experience shows that Chinas multi-level medical security system, with basic medical insurance as the main body, supplemented by various forms of supplementary medical insurance, and supported by urban and rural medical assistance, is in line with Chinas national conditions at this stage, realizing the institutional arrangement of providing the maximum medical security for 1.4 billion people.
