The list of non permanent judges in other common law jurisdictions will include 14 distinguished judges from the UK, Australia and Canada after Lord Hos appointment, Mrs Lam said. She pointed out that the admission of these prestigious non permanent judges to the court of final appeal will help to maintain a high degree of confidence in Hong Kongs judicial system and maintain close ties between Hong Kong and other common law jurisdictions.

In the hearing and determination of appeals, the court of final appeal consists of five judges. Since 1 July 1997, the court of final appeal has, with very few exceptions, elected a judge from the list of non permanent judges from other common law jurisdictions to appear in court.
