In the new era, general secretary Xi Jinping has been thinking about how to manage Tibet, how to further promote the rapid development and long period of stability in Tibet, and realize the aspiration of Tibet people of all nationalities for a better life.

In March 2013, when participating in the deliberation of the Tibet delegation at the first session of the 12th National Peoples Congress, the general secretary put forward for the first time the important statement that to govern the country, to govern the border must first stabilize Tibet.

On August 2015, general secretary Xi Jinping attended the sixth Tibet Symposium and delivered an important speech. At the Seventh Central Work Forum of Tibet, general secretary Xi Jinping further enriched and developed the partys strategy of governing Tibet in the new era and summarized it with ten needs.

This general plan for the administration of Tibet in the new era has summed up the successful experience of the party in leading the people to govern, stabilize and prosper Tibet, and deepen our partys understanding of the regularity of Tibets work. The ecological protection of the Qinghai Tibet Plateau is a matter of great concern to general secretary Xi Jinping. He once said, Tibet should protect the ecology and keep the Chinese water tower well. We cant pick up sesame seeds and lose watermelons. As the main body of the Qinghai Tibet Plateau, Tibet is the source of rivers and rivers in China, South Asia and Southeast Asia, and has an important impact on the global climate. At the same time, Tibet is also a fragile and sensitive area of ecological environment. Once damaged, its losses will be irretrievable.

Background: previous central Tibet work Symposiums

Since ancient times, border governance has always been an important event for the central government. Our party has always attached great importance to Tibets work, always carries out overall research and planning on Tibets work at key historical points, and points out the direction for Tibets development from the top-level design and strategic choice.

The first central Forum on Tibet work held in 1980 was just at the beginning of reform and opening up. It was proposed that everything should be set out from the actual situation of Tibet and put things out of order in terms of guiding ideology. It became an important meeting to realize the historical turning point of Tibet after the peaceful liberation and democratic reform of Tibet.

The second forum on Tibet work held in 1984 studied the issue of further relaxing economic policies and making the Tibetan people rich as soon as possible, which laid a solid foundation for Tibets modernization drive.

The third Tibet work forum held in 1994 put forward the aid policy of responsibility in different areas, counterpart support and regular rotation and the cadre assistance mode of long-term support and self rotation. Since then, it has opened the process of long-term counterpart support between the central government and other provinces and cities in the country to help the development of Tibet.

At the beginning of the new century, the fourth Tibet work forum held in 2001 proposed to seize the good opportunity of implementing the strategy of developing the western region and the basic stability of Tibets social situation, concentrate on solving major issues concerning the overall development and stability of Tibet, and promote Tibet to enter the fast track of development.

The fifth Tibet work forum held in 2010 included the work of Sichuan, Yunnan, Gansu and Qinghai into the agenda for the first time, and started a new chapter in the development of Tibetan areas in the four provinces.

The sixth Tibet work forum held in 2015 is a conference held by the Central Committee to focus on Tibet work since the 18th National Congress of the Communist Party of China. It first summarized the partys strategy for governing Tibet and opened a new journey for Tibet to build a moderately prosperous society in an all-round way.
