First financial gold leaf

In the development of national economy, county economy as a basic unit plays an important role. Especially in the new pattern of dual circulation, county is also an important grasp of the weak points and strong and weak items of Chinas new urbanization.

According to the research on Chinas top 100 county economy 2020 (hereinafter referred to as the report) recently released by CCID consultants, among the top 100 counties, the GDP (in 2019, the same below) of 100 billion counties has exceeded 33; in addition, the per capita GDP of the top 100 counties has reached 110900 yuan, far exceeding the national average level and reaching the level of high-income countries. From a regional perspective, 68 of the top 100 counties are located in the eastern coastal areas of China, mostly in the Yangtze River Delta, Beijing Tianjin Hebei, Guangdong, Hong Kong and Macao Bay area and other urban agglomerations.

Jiangsu accounts for half of the top ten

The report shows that the top 100 counties, with less than 2% of the countrys land and 7% of the population, have created one tenth of the countrys GDP; with less than 3% of the land and 11% of the population of all counties, it has created about a quarter of the GDP of the counties.

From the perspective of regional distribution, the top 100 counties show a trend of more in the East and less in the west, with 68 seats in the eastern region, about 70% in the central region, 21 seats in the central region, 8 seats in the western region, and 3 seats in the northeast. Compared with that in 2019, the number of seats in the eastern region will decrease by 3, the central region will increase by 2 seats, and the western region will increase by 1 seat.

In the top ten of the top 100 counties, Jiangsu occupies 5 seats. On the whole, there are 25 counties in Jiangsu, which is the province with the largest number on the list. In addition, Zhejiang and Shandong also performed well, accounting for 18 and 15 seats respectively. This situation is basically consistent with the level of local economic development. In the first half of this year, the GDP of Guangdong, Jiangsu, Shandong and Zhejiang ranked in the top four, ranking the same as the total GDP of these four provinces in 2019.

In the whole year of 2019, Jiangsus GDP will reach 9963.152 billion yuan, an increase of 6.1%, which is only one step away from the 10 trillion mark; meanwhile, Jiangsus per capita GDP exceeds 120000 yuan, ranking third only to Beijing and Shanghai. This is inseparable from the strong strength of the 13 cities under the jurisdiction of Jiangsu Province. In 2019, the GDP of these 13 cities will all exceed 300 billion yuan.

It is worth mentioning that Kunshan, Zhangjiagang, Changshu and Taicang are all from Suzhou. Suzhou is also the city with the highest GDP in Jiangsu Province in the first half of this year, with a GDP of 905.024 billion yuan.

With the speed-up of Yangtze River Delta integration, many cities in Jiangsu and Zhejiang further shorten the space distance with Shanghai. At the beginning of July this year, the Shanghai Suzhou Nantong railway connecting Shanghai, Suzhou and Nantong was opened. Nine stations, Zhaodian, Nantong West, Zhangjiagang north, Zhangjiagang, Changshu, Taicang port, Taicang, Taicang South and Anting West, are set up along the line, which not only benefits the central Jiangsu area, but also makes Zhangjiagang, Changshu and Taicang under the jurisdiction of Suzhou end the history of no inch railway in the land.

How to make efforts in the future

According to the report, the main driving force for the development of the top 100 counties is the secondary industry. The added value of the secondary industry exceeds 5 trillion yuan, accounting for 51%, which is 12 percentage points higher than the national average level in 2019. However, there is still a big gap between the top 100 counties and the leading provinces in terms of the proportion of tertiary industry output value, the development speed of tertiary industry, the degree of opening up to the outside world and the ability of deposit absorption. The top 100 counties are in the late stage of industrialization.

However, in his view, there is also an inevitable trend in the development process.

He said that in 1879 counties across the country, we can find the epitome of Chinas various stages of development, including areas with particularly good economic development and relatively weak economic development. The future trend must be the coordinated development of the primary, secondary and tertiary industries, and there will be no situation in which the second industry will disappear or the third industry will rise.

The counties with lower economic development speed need to complete a development process in the middle and later stages of industrialization; the counties ranking higher may gradually change from the former production-oriented counties to the service-oriented ones, and then to the intelligent, intelligent and service-oriented cities. He said.

In April this year, the national development and Reform Commission issued the key tasks for the construction of new urbanization and the integrated development of urban and rural areas in 2020, proposing to optimize the spatial pattern of urbanization and promote the construction of new urbanization with county as an important carrier. Novel coronavirus pneumonia should be issued and issued. Guidance and suggestions should be issued, development objectives and tasks should be clearly defined, efforts to ensure the strength of key elements and policy support should be strengthened, and the weaknesses of the new crown pneumonia epidemic situation should be urgently supplementation, and the upgrading and expansion of environmental sanitation facilities, upgrading of municipal public facilities, extension of public service facilities and upgrading of industrial facilities and facilities should be urgently promoted.

Taking Zhangjiagang and Taicang in the top ten as examples, these two counties are speeding up their integration into the Shanghai metropolitan area and improving the upgrading and transformation of urban industries.

Wang Xiangyuan, deputy secretary of the CPC Taicang municipal Party committee and mayor, said that Shanghai, as the leader of the Yangtze River Delta integration development, will surely siphon the surrounding areas. However, Shanghais industrial adjustment around the five major centers will bring more spillovers, and the regions that benefit the most are the nearest ones. Taicang should be open to the outside world, and then embark on the hard core measures to create a most comfortable business environment, so that all kinds of high-quality spillover resources can be received and retained.

Just on June 27, Fosun Group said that Fosun travel culture group, closely combined with the development of high-speed rail, would increase investment in cultural and tourism industry in Suzhou with Taicang Fuyou city as the starting point. The total construction area of Taicang Fuyou city is about 1.29 million square meters, and the project development cost is expected to be about 13.2 billion yuan. Based on the opening of Shanghai Suzhou Nantong railway, South Station area of fuyoucheng project is the first to be constructed. The project is located in Taicang science and education new city, close to Taicang South Station of Shanghai Sutong railway and close to Jiading District of Shanghai. The core tourism industry will be completed in 2024 and opened in 2025.

Similarly, Zhangjiagangs investment in emerging industries in the first half of the year showed a brilliant performance. The investment in emerging industries in Zhangjiagang increased by 29.3% year-on-year, accounting for 31.3% of the total social investment, with a year-on-year increase of 3.0 percentage points, ranking first among the five counties and cities in Suzhou. In terms of industries, software and integrated circuit, new flat panel display, high-end equipment manufacturing and new energy industries grew rapidly, with an increase of 528.9%, 139.4%, 84.5% and 30.3% respectively.

For the future development of small and medium-sized cities and towns, we should find several key points, one of which is to integrate into the construction of metropolitan area from the perspective of location. In the past, we said that the location advantage is the distance and proximity in space. Under the background of the internal and external circulation engine, there is also the choice of industrial circuit For example, Ma Chengen said that judging whether an industry is good or not depends on whether the industry is online or offline, and whether it is on or off the chain. Therefore, the effectiveness of collaborative development between cities is not strong. It depends not only on physical space, talent, technology, capital and information, but also on the dislocation and supporting ability of industrial collaborative development, which is an important force of regional coordinated development in the future.

In addition, the consumption of the top 100 counties is vigorous, and the absorption capacity of the elements is strong. The simultaneous development of rich people and strong counties has become the realistic goal of county economic development.

The report shows that the income and consumption ability of residents in the top 100 counties are far higher than the national average level. In 2019, the per capita disposable income of top 100 counties is 38700 yuan, that of urban residents is 48000 yuan, and that of rural residents is 25400 yuan, which is 26%, 13% and 59% higher than the national level of that year.
