Abolishing counties and setting up districts intensively promotes county economy and has great potential to expand domestic demand

Ma Chengen, director of the County Economic Research Center of CCID Consulting, said that county development must be a process of evolution from the production and processing links of supporting cities to the cities of service, production and processing or productive services, and then to the city of intelligent and intelligent production and service. Therefore, the ultimate goal of county economic development in the future is not to set up districts, but a good economic development pattern with complementary advantages and mutual support, and a large pattern of regional coordinated development.

The trend of abolishing counties and establishing districts remains unchanged

In recent years, many provinces continue to promote the process of changing counties into districts (cities). Qiao runling, vice president of the urban center of the national development and Reform Commission, once said at the 2019 county economic innovation and development forum that since the reform and opening up, more than 100 counties have been removed from the country, 90% of which are concentrated in recent years, and most of them are concentrated in the eastern coastal provinces and cities. Nearly half of the total number of counties and districts in Shanghai, Jiangsu, Zhejiang, Guangdong, Shandong and other places have been withdrawn.

Xu Huimin, Secretary of Nantong municipal Party committee and director of the Standing Committee of the Municipal Peoples Congress, pointed out at the unveiling meeting of Chongchuan District and Haimen district on July 28 that the implementation of the administrative division change of two districts and one city is an important measure to seize the national strategic opportunity and optimize the spatial layout of the city, which is conducive to Nantongs in-depth implementation of the national strategy for the integrated development of the Yangtze River Delta, and is conducive to Nantong actively building the Yangtze River Economic Belt war A little fulcrum is conducive to Nantongs accelerating the upgrading of its urban development level, and has an important and far-reaching impact on Nantongs all-round integration into southern Jiangsu, all-round docking with Shanghai, and all-round promotion of high-quality development.

Tao Jin, a senior researcher at Suning Financial Research Institute, told the securities times that the important spirit of withdrawing a county to establish a city or a district lies in the fact that the county economy of a region gradually moves closer to a larger and hierarchical city in the process of development, and will also be more integrated into the development of surrounding cities. Therefore, it is necessary to match and unify the administrative management and resource allocation. Therefore, it means that the economic and social development mode of counties should be transformed into the urbanization social governance mode. However, it depends on whether the local economic level and the integrated development with the city meet the requirements. If too many counties are turned into districts or cities that do not meet the requirements, it will disrupt the local development path and destroy the local development advantages.

Zhejiang and Shandong occupied more than half of the seats

Recently, CCID consultants released the list of top 100 saidI counties in 2020. According to the statistics of CCID Consulting County Economic Research Center, 100 counties in the top 100 County Economic list of CCID in 2020 have less than 2% land area and about 7% population, but their GDP scale can account for 10% of the total national GDP, showing a huge economic volume. At the same time, the per capita GDP of the top 100 counties has exceeded 110000 yuan, and the per capita consumption is about 30% higher than the national average level.

The distribution of the top 100 counties with strong economic strength is obviously unbalanced. According to the statistics of CCID Consulting County Economic Research Center, in 2020, the top 100 counties present a trend of more in the East and less in the west, of which the eastern region is stable and has a decline, accounting for about 70%; the central region is gradually rising, accounting for about 20%; the western region is stable, occupying 8 seats; and the northeast region is stable, with 3 seats. From the provincial level, Jiangsu, Zhejiang and Shandong provinces respectively account for 25 seats, 18 seats and 15 seats, accounting for more than half of the top 100 counties. Among the top 10 counties, Jiangsu, Zhejiang and Shandong occupy 8 seats, of which Jiangsu occupies the top three.

Secondly, in a long time after the reform and opening up, the above-mentioned industrial agglomeration of county economy in Jiangsu, Zhejiang, Shandong and other regions is due to the fact that they have undertaken the industrial transfer of large cities nearby, and each region has formed a more distinctive industrial agglomeration combined with its own industrial foundation, and formed an industrial chain cluster in a larger scope, thus bringing about the double improvement of scale and efficiency. Typical examples are many developed counties and cities in the Yangtze River Delta region. Besides Shanghai, Suzhou, Nanjing, Hangzhou and other large cities form nodes in the Yangtze River Delta. Most of the economically developed counties and cities are distributed around these cities.

Ma Chengen told reporters that counties in the eastern coastal areas such as Jiangsu, Zhejiang and Shandong can maintain high-quality development all the year round, which is also inseparable from the long-term efforts of these areas in optimizing the business environment and industrial structure, as well as favorable factors such as their relatively stable economic foundation and long-term industrial ecology, the county economy in the eastern coastal areas accounts for a relative proportion of the top 100 counties in the central and western regions Be strong.

The foundation of characteristic industry

Ma Chengen told the securities times that the development structure of the top 100 counties is obviously different from that of the urban economy. The development structure of the top 100 counties is mainly the secondary industry, and the driving force for development is mainly fixed asset investment. The fixed asset investment of the top 100 counties exceeds the national average level, and the proportion of the secondary industry accounts for about half.

It is worth noting that most of the top 100 counties have their own local characteristic industries. For example, Yiwu City, Zhejiang Province, has a world-famous Yiwu Chinese commodity market. In the whole year of 2019, the transaction volume of compulsory small commodities market reached 458.31 billion yuan, an increase of 12%. Danyang City of Jiangsu Province is known as the capital of glasses. The annual output of spectacle frames is more than 100 million pairs, accounting for about one third of the national total. The annual output of lenses is more than 400 million pairs, accounting for about 75% of the country and 40% of the world. It is the largest lens production base in the world.

In Tao Jins view, if we want to obtain sustainable competitive advantages among counties, we must give full play to regional comparative advantages and focus on the development of advantages and characteristic industries. More importantly, in the process of urbanization and the development of metropolitan area, the labor force, capital and other resources in the county economy will continue to be attracted by the urban areas and leave the local areas, which requires the county economy to actively adjust the industrial structure and make full use of the local resource endowment. Moreover, the county economy should have more regional characteristics than cities, which should be more related to the local geographical location, history and culture, and specific resources.

Some counties and cities are actively using the Internet, e-commerce and other new technologies and formats to redevelop characteristic industries. According to Yiwu Market Supervision Bureau, in the first half of the year, 76700 new market entities were set up in Yiwu, an increase of 10.86% over the same period of last year, of which the e-commerce entities accounted for 56.15%. At the same time, the development structure of enterprises has been continuously optimized, and corporate enterprises are favored. In 2020, 15270 new corporate enterprises will be established, accounting for more than 99.34% of the total enterprises; 545 individual to enterprise enterprises will be added, ranking first in the province. The industrial structure has been adjusted steadily. The primary industry accounts for 0.28%, the secondary industry accounts for 14.69%, and the tertiary industry accounts for 85.01%. The tertiary industry is booming.

County consumption is the key to expanding domestic demand

On August 5, Ning Jizhe, deputy director of the national development and Reform Commission, pointed out that in the second half of the year, we should firmly grasp the strategic basis point of expanding domestic demand. The development of consumption gathering areas in counties is not only the focus of expanding domestic demand, but also the place with great potential for consumption development. For example, the reconstruction of pedestrian streets in counties and cities should be supported by loans, and some corporate bonds can be issued, so that Chinas consumption not only includes consumption in big cities, but also in medium-sized cities and counties. Ning Jiju said.

Generally speaking, the county economy is characterized by a large number of people and a wide range of consumer groups. Therefore, to promote consumption, county consumption must be the top priority in expanding domestic demand. Ma Chengen pointed out that in terms of county economic scale, Chinas 1879 county-level administrative divisions account for about 90% of Chinas land area, 60% of its population, and 30% of GDP created by counties. In terms of volume, there is no doubt that county economy plays an important role in the national economy.

Ma Chengen believes that in the process of gradually paying attention to county consumption, county economic development should first focus on promoting the two new and one heavy construction, and promote the county renewal through the construction of infrastructure, new urbanization and transportation and water conservancy projects, so as to expand domestic demand from this perspective. Secondly, it is necessary to accelerate the upgrading of consumption places and consumption in counties, and complete the transformation of shopping malls, business districts and pedestrian streets in the county through policy support such as loans and encouraging the issuance of corporate bonds. In addition, we should promote the construction of online consumption, that is to speed up the high-quality development of smart retail, online education, online health care, etc.
