Prior to the announcement, the general assembly of 3400 Afghan delegates agreed to release the prisoners, but demanded that negotiations be started as soon as possible after the release of the 400 detainees, and a permanent cease-fire and guarantees that the detainees will not return to the battlefield.

The release of detainees is a key condition of the withdrawal agreement signed by the United States and the Taliban. The agreement requires the Afghan government to release no more than 5000 Taliban detainees and the Taliban to release up to 1000 government and military detainees before internal negotiations to determine the future of Afghanistan begin.

According to reports, the Afghan government and the Taliban may start negotiations in Qatar as early as a few days later.
