According to the communique, at the first meeting of the National Security Commission held today, the chief executive, Mrs. Lin zhengyuee, together with the National Security Commission, exercised the power conferred by Article 43 of the national security law, and formulated detailed rules for the implementation of the measures prescribed in Article 43 for law enforcement agencies such as the police department for safeguarding national security. The implementation rules include the detailed rules for the relevant personnel to take the specific measures to prevent, stop and punish crimes against national security, as well as the relevant crimes and penalties necessary to ensure the effective implementation of the measures, so as to improve the implementation mechanism of the SAR for safeguarding national security.

The implementation rules have legal effect, including the following seven articles: 1. Search the relevant places for the purpose of searching for certificates; 2. Restricting the persons under investigation from leaving Hong Kong; 3. Freezing, restricting, confiscating and confiscating property related to crimes against national security; 4. Removing information endangering national security and asking for assistance; 5. Asking foreign and Taiwan political organizations and their agents to provide information on Hong Kong related activities; 6. Authorization application for interception of communication and secret supervision; 7. Provision of information and submission of materials.
