Zhao Lijian: the 19th session of the 13th Standing Committee of the National Peoples Congress voted to adopt the decision of the Standing Committee of the National Peoples Congress on accession to the arms trade treaty and decided to accede to the treaty. This marks that China has basically completed its domestic legal procedures for accession to the treaty. China will deposit its accession letter with the UN Secretary General through diplomatic channels as soon as possible after completing domestic legal procedures.

China has always attached great importance to all aspects of issues arising from the illicit transfer and abuse of conventional arms, supported the purposes and objectives of the arms trade treaty, and agreed to take necessary measures to regulate international arms trade and combat illegal arms transfers.

As a country engaged in normal military trade, China has always strictly managed military exports, and has established a fairly complete system of military export control policies and regulations. The relevant military trade policies and management measures have completely met or even exceeded the requirements of the treaty. In particular, China exports military products only to sovereign countries and not to non-state actors, which fully reflects Chinas highly responsible attitude towards military exports. China calls on all parties to strictly control the export of military products, not to export military products to non-state actors, stop interfering in the internal affairs of sovereign countries through military exports, and earnestly uphold the purposes and principles of the Charter of the United Nations.
