Ministry of industry and information technology: about 40percent of foreign-funded enterprises say they need to increase investment in China

The Information Office of the State Council held a press conference at 10 a.m. on Wednesday, May 20, 2020. Miao Wei, Minister of the Ministry of industry and information technology, introduced the situation of promoting epidemic prevention and control, industrial transformation and upgrading as a whole, and promoting the stable development of the manufacturing industry communication industry, and answered questions from reporters.

Miao Wei, Minister of the Ministry of industry and information technology, said that we should pay attention to the issue of the industrial chain, but do not politicize it too much. I believe that all entrepreneurs will have a right judgment and a right choice. Maybe a person will come up with a case that a certain product has been transferred from China to other countries, but every day there are also many foreign enterprises to invest in China. In a recent survey, about 40% of foreign-funded enterprises said they would increase their investment in China in the near future.

Attached with the actual record of the press conference (source: china.com)

Good morning, ladies and gentlemen. Welcome to the press conference held today by the Information Office of the State Council. Today, we are very pleased to invite Mr. Miao Wei, Minister of the Ministry of industry and information technology, to introduce to you the relevant information about the overall promotion of epidemic prevention and control, industrial transformation and upgrading, and the promotion of the stable development of the manufacturing industry communication industry, and to answer your concerns. Todays press conference was also attended by Mr. Huang Libin, spokesman of the Ministry of industry and information technology, director of the operation monitoring Coordination Bureau, and Mr. Wen Ku, spokesman and director of the information and communication development department. First of all, lets welcome minister Miao to make an introduction.

Miao Wei:

Ladies and gentlemen, friends from the media, good morning.

This year, in novel coronavirus pneumonia, the national industrial and information system has conscientiously implemented the general secretary Xi Jinpings important instructions and spirit. He has made overall efforts to prevent and control the epidemic and develop the economy and society in accordance with the Central Committees plan for the deployment of the leading group on epidemic prevention work and the joint defense and joint control mechanism of the State Council. The resumption of industrial communications industry has achieved important phased results, which provides a strong guarantee for the decisive results of the Wuhan and Hubei defense wars, and for the major strategic results of the prevention and control of the epidemic.

First, we will make every effort to ensure the production and supply of key medical materials. As the leading unit of the medical material support group of the joint defense and joint control mechanism of the State Council, our department strengthened cooperation with all member units, established a unified management and allocation system for key medical materials, creatively implemented the system of special commissioners in enterprises, organized and promoted the production and capacity expansion of key medical material production enterprises, and achieved the key medical materials in Hubei Province in just over a month From severe shortage to full supply, supply in other regions has also been effectively guaranteed.

The second is to promote the resumption of the whole industrial chain. Under the leadership of the resumption mechanism of the State Council, it took the lead in setting up a special cross sector manufacturing industry chain collaborative resumption class, coordinating and solving the cross sector and cross regional resumption problems, building a docking platform for key industry industry chain, giving full play to the leading enterprises traction role, coordinating and helping enterprises to solve the difficulties of international logistics and transportation, personnel entry and exit, and unblocking the supply chain breakpoint of the industry chain To maintain the stability of the international supply chain. As of May 18, the average operating rate and staff turnover rate of Industrial Enterprises above Designated Size have reached 99.1% and 95.4% respectively, basically reaching the normal level.

Fourth, vigorously promote the development of new industries and new formats. We will actively promote the new generation of information technology support services to prevent and control the epidemic situation and resume production, and vigorously support technological innovation and industrial applications such as 5g, artificial intelligence, industrial Internet, Internet of things, Internet of vehicles, big data and blockchain. Distance education, remote office, online shopping and other forms of business are developing rapidly.

Hu kaihong:

Thank you, Minister Miao, for asking questions.

CCTV reporter:

Miao Wei:

Thank you for your question. I find you are very concerned about subtle changes. Since novel coronavirus pneumonia has been brought to a severe test this year, under the firm leadership of the CPC Central Committee and the State Council, the whole country has worked together to promote the work of epidemic prevention and control and economic and social development. Especially since March, with the continuous improvement of domestic epidemic prevention and control effect, the resumption of work and production has been accelerated, and the industrial production order is also accelerating to recover. However, I have to say that the foundation for stability and improvement needs to be further consolidated. Specifically, it has the following characteristics:

Second, most industries recovered growth, and the production and supply of raw materials and necessities were generally stable. The growth rate of production in the raw material industry has turned positive, the production in the machinery industry has gradually picked up, and the light industry, textile and other consumer goods industries have continued to recover. Everyone is very concerned about automobile consumption. Driven by the policy of promoting automobile consumption, automobile production and sales increased by 2.3% and 4.4% respectively in April, and the sales volume achieved positive growth for the first time after 21 consecutive months of decline.

At present, the domestic epidemic has been effectively controlled, and the main industrial indicators have recovered in April, but the international epidemic is still spreading around the world. Major economies are generally in a serious recession, domestic consumption is still not fully started, there are some special industries, because of the need of epidemic prevention and control, they must not be closed. As we all know, cinemas, game halls and gyms have not been fully restored, and the tourism industry has been greatly affected. We should continue to do a good job in balancing these issues, first hand in epidemic prevention and control, first hand in returning to work and production.

As I mentioned earlier, in the long run, I think we have significant institutional advantages, complete industrial system, huge market demand, and sufficient policy toolbox. The impact of the epidemic on Chinas industrial economy is only periodic and generally controllable, which will not change our basic trend of long-term development. With the introduction and implementation of greater macro policies, the continuous promotion of resumption of production and the effect of various policies to expand domestic demand, we believe that the operation of industrial economy in the second quarter is expected to continue to pick up. If the global epidemic can be gradually controlled and the economy can gradually recover, it is expected that the operation of the industrial economy in the second half of the year will be better than that in the first half. In the face of such a complex situation, we still need to be firm in our confidence, but we need to adhere to the bottom line thinking, do a solid job in the work of six stability, fully implement the task of six guarantees, adhere to the strategy of expanding domestic demand, and strive to achieve the goal of building a moderately prosperous society in an all-round way. thank you.

Reporter of Hong Kong China assessment press:

The central government attaches great importance to the work of six guarantees, one of which is to ensure the stability of the industrial chain and supply chain. What are the impacts of the current spread of foreign epidemics on the stability of Chinas industrial chain and supply chain? How does the Ministry of industry and information technology promote the resumption of industrial chain and ensure the stability of the industrial chain and supply chain of key industries? thank you.

Miao Wei:

As far as the industrial system is concerned, the big one has a large industrial chain, and the small one also has a small industrial chain. For example, the automobile is composed of several major general contractors, which are also composed of parts and components. The parts and components are related to materials and processes, and they all have a large and small industrial chain. So the integrity of industrial system and manufacturing system is also a very important factor. If there is no steel or non-ferrous metal in our country, it will be quite difficult to make parts independently.

On the whole, Chinas industrial system is complete, and its industrial chain is complete. Especially, China is a big market. The temptation is huge. Whoever ignores this objective law and violates it will be punished by the law. In addition, there are few products in the industrial chain that can be completely supplied by an exclusive enterprise in the world. It is possible that if you transfer, other enterprises will come in. If the lost market wants to take it back again, it will take double efforts. I think many journalists and friends have read the novel besieged city, people in the city want to go out, people outside the city want to come in, which is a normal situation, so we are still full of confidence in the stability of industrial chain and supply chain. Chinas big policy of opening up remains unchanged. We are against trade protectionism and unilateralism. Chinas position is very clear.

In addition, to do a good job, the government should set up the idea of serving enterprises. We should create a better business environment, create a fair competition market order, protect intellectual property rights, and crack down on illegal practices. I believe that entrepreneurs will make a right choice. thank you.

Reporter from Tokyo TV:

My question is about the new infrastructure. First, what is Chinas plan for new infrastructure investment? Does China think such investment will have a positive impact and a strong boost to Chinas economic recovery after the outbreak? Second, do you think there are some risks in the investment of new infrastructure? How does China assess these risks? thank you.

My colleague, Mr. Wenku, is invited to answer this question.

Wen Ku:

Thank you for your question. From the perspective of the Ministry of industry and information technology, the focus of our current development is digital infrastructure. Recently, the Ministry of industry and information technology has successively issued documents to promote 5gs accelerated development and the comprehensive development of the mobile Internet of things. It is committed to accelerating the construction and development of digital infrastructure and better playing an important role in stabilizing investment, expanding domestic demand and stimulating economic growth. There are the following aspects:

First, expand effective investment. This is especially about effective investment to promote consumption. Taking 5g network construction as an example, in addition to the large amount of investment in network construction itself, it can also drive the upstream and downstream of the industrial chain, including the R & D and production of relevant equipment and mobile terminals, as well as cultivate and expand new consumption such as online education, smart home and immersive games.

Second, cultivate new models, new formats and new industries. For example, we all see that during the outbreak, 5g and other networks are used to carry out some businesses, such as telemedicine, remote signing, online office, and even our college students, masters students, doctoral students defense, as well as the opening ceremony of the World Health Assembly, the special summit of the leaders of the 20 countries, etc., all of which are conducted with digital infrastructure. Through these new infrastructure, technology will be transformed into productivity, which provides a guarantee for the recovery of economic and social order.

Three is the digital empowerment of traditional industries. At present, there are more than 70 platforms with certain regional and industrial influence in the field of industrial Internet. The application depth and breadth in energy, transportation, medical and other industries continue to expand, effectively improving the production efficiency and quality, supporting the digital transformation of traditional industries, and improving the competitiveness and overall development level of traditional industries.

Next, we will, in accordance with the established policies that have been deployed, promptly implement the document policies that have been issued, and strive to build and apply them well, especially not only to build but also to apply our new infrastructure. As you often say, 5g, optical fiber network and data center, these key areas need to make precise efforts to make up for the shortcomings, speed up the process, and lay a solid foundation for the upgrading of the industry and the modernization of the industry chain.

As for the risks you mentioned just now, our enterprises are not slapping their heads and rushing forward recklessly in promoting these works, but promoting these new infrastructure construction healthily, continuously and continuously according to our market, our needs and our development stage. Thank you for your concern.

21st century economic reporter:

At present, the epidemic prevention and control has achieved phased results. What have we done in medical material support? With the spread of the overseas epidemic, what have we done in terms of export?

Miao Wei:

Please ask my colleague Mr. Huang Libin to answer this question.

Thank you for novel coronavirus pneumonia. The new years outbreak of pneumonia suddenly came. Facing the rapid increase in demand for medical supplies and protective clothing and other shortages in the early stage of the epidemic, under the firm leadership of the CPC Central Committee, the Ministry of industry and Commerce worked closely with the members of the medical supplies support group to mobilize and mobilize all aspects of power, and rapidly increased the ability to guarantee the supply of key medical materials. We have sent special commissioners to the production enterprises to actively help them solve the outstanding problems such as production equipment, raw and auxiliary materials, transportation and logistics, and promoted the introduction of various measures such as financial support, technical reform support, government storage, etc., to accelerate the resumption of production, expand capacity and expand production, fully adjust the production enthusiasm of the enterprises, and realize the rapid improvement of production capacity in a short time.

For example, the daily output of medical protective clothing increased from less than 10000 to more than 700000; the daily average delivery of domestic infrared temperature sensors increased from 15000 in the non epidemic period to 500000. In order to ensure the urgent need, we strengthened the overall management and unified scheduling of medical materials. In the early stage of the epidemic, we strengthened the international procurement of medical materials by urgently transferring the national medical materials reserve, and effectively alleviated the shortage of materials in Hubei Province. We organized the development of the national key medical material support and dispatching platform to scientifically allocate medical protective clothing and other materials, and realized the data monitoring of production capacity, output, inventory and other data of 9 categories and more than 160 kinds of medical materials for nearly 3000 enterprises. According to the epidemic prevention needs of Wuhan, Hubei Province, we strengthened the docking with the front headquarters, and established a three-day rolling supply guarantee scheme.

Next, we will implement the decision-making and deployment of the Party Central Committee and the State Council, uphold the concept of building a community of shared future for mankind, support enterprises to improve the production capacity of key medical materials, provide more and high-quality medical protection materials to the international community, and work with the international community to fight the epidemic. thank you.

CNBC reporter:

I have three questions. The first question is about the sales capacity and delivery of new energy vehicles in April. Second, some considerations and plans for the transformation and development of SMIC and chips in the whole manufacturing industry. The third question is about the current return to work of small and medium-sized micro enterprises. thank you.

Miao Wei:

The first one is about cars, including new energy vehicles. As we all know, automobile is an important pillar industry of our national economy. It has a long industrial chain, a wide range of connections and a high degree of globalization. It has been greatly impacted and affected by this epidemic. While we do a good job in epidemic prevention, especially in the supply of medical materials, we also strive to promote the resumption of the automobile industry chain from three aspects. On the whole, the impact of the epidemic on Chinas automobile industry is staged, and the long-term development trend of the automobile industry has not changed.

First, the whole industrial chain will cooperate to resume production. We focus on monitoring and helping 15 automobile and 52 key parts enterprises to return to work synchronously, involving more than 130 enterprises in 26 provinces and cities. In close cooperation with the local government, the two lines of material and personnel return to work and transportation have been established. Focusing on the three key points of production guarantee, product review and capital demand, the company has helped coordinate and solve various practical problems. Through joint efforts of all parties, Chinas automobile production reached 2.012 million in April, an increase of 2.3% over the same period last year. As I mentioned earlier, this is the first positive growth in 21 months.

Second, the industry management is convenient for the enterprises to make real moves. Our department adjusted the working procedures in time, such as applying for road motor vehicle manufacturer and product announcement to enterprises, simplified some procedures, and allowed enterprises with conditions to replace the third partys repeated detection under the condition of self detection and submission of reports. For some extended changes of vehicle parameters only, the method of accepting the defects and handling the test report first and then making up the test report can be adopted.

Third, promote supply and demand docking and ensure the stability of industrial chain and supply chain. We have established an information platform for the supply and demand docking of the industrial chain. Since the platform was launched on March 10, the number of clicks on the platform has exceeded 29000 times. All the problems that seven vehicle enterprises reflected the matching needs of 23 parts have been solved in coordination. In order to solve the risk of supply interruption of imported parts caused by the impact of the international epidemic, we coordinated with relevant departments to solve the problems encountered in international procurement, such as transportation problems, rising freight, long customs declaration cycle, etc. Since February this year, we have also actively studied and put forward policies and measures to stabilize and expand automobile consumption. Under the deployment of the State Council, various departments have introduced implementation time to adjust national six emissions, such as improving financial and tax support policies related to the purchase of new energy vehicles, such as accelerating the elimination and scrapping of old diesel vehicles, such as unblocking the circulation and trading of second-hand vehicles, such as using Good policy measures such as automobile consumer finance. At the local government level, more than 10 provinces and cities, such as Guangdong, Shanghai and Beijing, have issued specific support policies, which effectively promoted the recovery of Chinas auto sales volume. In April, the sales volume reached 2.07 million units, up 4.4% year on year.

We firmly believe that under the strong leadership of the Party Central Committee and the joint efforts of all parties, we will be able to achieve the stable and healthy development of the automobile industry. thank you.

There are also problems with SMIC. SMIC is a listed company. The first quarters monthly report has just been released. All detailed information has been disclosed in the quarterly report. It is not difficult to understand its situation. I may know as much as you do. thank you.

There is also a case of small and medium-sized micro enterprises. Please let Mr. Huang Libin answer.

Let me give you a brief report. With the joint efforts of all parties, at present, the return to work rate of small and medium-sized enterprises is steadily increasing, which may be a little lower than the overall industry, but it is also rising relatively fast. According to our departments big data monitoring results of some cloud platforms, by May 18, the return rate of small and medium-sized enterprises across the country had reached 91%, and all industries were higher than this, close to 100%. There are three characteristics of small and medium-sized enterprises returning to work:

First, from the perspective of industry situation, the return rate of secondary industries such as manufacturing and construction industry is 93%, higher than 90% of productive service industry. The return rate of productive service industry is higher than that of life service industry. For example, the return rate of accommodation and catering industry is the lowest, about 87% at present. The gap between different industries is further narrowing.

Third, from the perspective of enterprise type, the return rate of specialized, special and new small and medium-sized enterprises is significantly higher than the overall level of small and medium-sized enterprises. The larger the scale, the higher the return rate, and the more difficult it is for micro enterprises to return to work. thank you.

Reporter of Economic Daily:

Or more interested in small and medium-sized enterprises. Some media reports say that the impact of the epidemic on the economy, especially on small and medium-sized enterprises, is relatively large. What measures should China take to help small and medium-sized enterprises in their rescue? thank you.

Miao Wei:

First, we will increase tax cuts and reduce fees, and reduce the burden on enterprises. Increase the reduction and exemption of value-added tax for small and micro enterprises and individual businesses. For small and medium-sized enterprises in transportation, catering, tourism and other industries that are greatly affected by the epidemic, the period of loss carry forward has been extended from the past five years to eight years. In addition, three social security fees for various enterprises in the first half of the year have also been reduced. This alone has reached 600 billion yuan. The biggest beneficiary is small and medium-sized enterprises. The transportation department has also exempted toll road tolls, totaling more than 140 billion yuan. In the first half of this year, we reduced the burden of enterprises by 67 billion yuan.

Second, increase financial support to ensure that small and medium-sized enterprises will not be in trouble due to the interruption of cash flow. The peoples Bank of China has lowered the standard, released 1.75 trillion yuan of funds, provided low-cost loans to small and medium-sized micro enterprises and individual industrial and commercial households by means of special re loans and redistributions, etc., reaching 2.85 trillion yuan, and extended the repayment of principal and interest to over 1 million small and medium-sized micro enterprises with over 1 trillion yuan of loan principal and interest. These are policies to support the financial aspects of small and medium-sized enterprises.

Third, optimize government public services and promote entrepreneurship and innovation. During the epidemic, we carried out online training of enterprise micro course to provide free policy, technology and management for small and medium-sized enterprises. At the same time, the implementation of small and medium-sized enterprises digital empowerment special action, to help small and medium-sized enterprises through the application of digital technology to reduce costs, expand the market, stable employment. Since the outbreak, we have also guided the service agencies of small and medium-sized enterprises in various regions to hold more than 26000 activities for small and medium-sized enterprises, and carried out one-to-one services for more than 2.3 million times, serving nearly 5.93 million small and medium-sized enterprises.

In general, with the accelerated implementation of various preferential policies, the return rate of small and medium-sized enterprises is steadily increasing, and the difficulties of enterprises have been alleviated to a certain extent. But we also need to see that it will take time for the overall economic recovery. At present, the development of small and medium-sized enterprises is still facing a complex and severe situation, especially with the rapid spread of the epidemic in the world. In addition to the epidemic prevention that I just mentioned, some special industries have been affected, the most prominent problem is the difficulties faced by foreign trade enterprises, especially small and medium-sized enterprises in foreign trade Its hard to compare. These are new situations and problems. We are still paying close attention to them and are preparing to issue more targeted policies to help small and medium-sized enterprises in different special industries, so as to support the large number of small and medium-sized enterprises to overcome the current difficulties.

Next, we will continue to give full play to the role of the leading group office of the State Council in promoting the development of small and medium-sized enterprises, adhere to the direction of marketization, and work with relevant departments to strengthen classified guidance and precise assistance for the existing problems of small and medium-sized enterprises. On the one hand, we should pay close attention to the implementation of various preferential policies and measures, further increase financial support for small and medium-sized enterprises, and intensify efforts to clear up the arrears. At the same time, we should regulate the fees of small and medium-sized enterprises, so that the majority of small and medium-sized enterprises can get a real sense of access. On the other hand, we should continue to cultivate the endogenous vitality and power for the survival and development of small and medium-sized enterprises, because external factors are the conditions for change, and internal factors are the basis for change. We should guide small and medium-sized enterprises to focus on subdivisions, strive to take a special and new development path, be able to specialize in and concentrate on the industries and industries they are good at, and be able to develop their strengths and avoid weaknesses, and overcome their own disadvantages, Play a good role. thank you.

CCTV reporter:

Miao Wei:

Please hear from Mr. Ku to answer this question.

Wen Ku:

Thank you for your question. At present, the situation of national epidemic prevention and control is expanding, and the resumption of work is also in a strong and orderly manner. Information and communication technology provides effective support and services for epidemic prevention and control and resumption of work. There are the following aspects:

First, the worlds leading network capacity in this epidemic prevention and resumption of production, to ensure a comprehensive centralized use of the network. Thanks to the moderately advanced network construction in recent years, we started the emergency response mechanism in time during the epidemic. In the face of the sudden comprehensive and centralized use of the network, there was no extreme congestion in some countries like some news reports, ensuring the stable operation of various online applications.

The second is to serve epidemic prevention and control precisely with industry responsibility. We are racing against time, especially we have reported a lot of construction facilities of huoshenshan and leishenshan, but at the same time, the hospital has a series of network communication systems covering the hospital, which are built synchronously. The operation enterprise has built tower repair base station in the national key medical places to provide support for remote consultation and remote visit. The Ministry of industry and information technology, together with the communication industry, has reduced telephone charges and presented traffic for students, teachers and medical staff assisting Hubei Province, actively connected and optimized the network performance of online education platform, and guaranteed the worlds largest classroom -- 200 million teachers and students to close classes without stopping school. Give full play to our industry advantages, carry out monitoring and analysis with big data, serve for epidemic risk assessment and precise prevention and control.

The third is to speed up the resumption of work and production with the integration of various applications. During the epidemic period, all kinds of information and communication technologies and new applications characterized by no meeting and little contact were rapidly promoted. In addition, while promoting the new mode of return to work and production, we will accelerate the transformation and upgrading of traditional industries. This sudden application provides us with a number of valuable experience that can be copied and promoted.

Next, we will further promote the development of information and communication industry from the following aspects. First, we need to build a good road and strengthen the solid foundation of the network. As the saying goes, if you want to be rich, build a road first, the information and communication network is an invisible high-speed road. We will continue to improve the network capacity, build high-quality networks, especially speed up the construction of 5g, data center and other communication infrastructure, promote the gigabit optical fiber network and large-scale data center, and build an information superhighway network integrating everything, human-computer interaction and heaven and earth.

Second, build a good car and cultivate a new engine for economic development. After the road has been repaired and widened, there are still cars to run. We will seize the opportunity of industrial acceleration and shift brought by the epidemic, promote the integrated application of information and communication technology, accelerate the expansion of 5g application from 2c to 2B, accelerate the digital transformation of traditional industries, promote the integrated development of industrialization and informatization in a wider range, deeper level and higher level, so that more industries can be trusted The smooth traffic on the expressway opens a new chapter in the high-quality development of Chinas digital economy.

China mining news:

At present, the industrial economic order is speeding up to recover, but there is a data, from January to April, the investment in Chinas mining industry dropped significantly, reaching 9.2%. Among them, in addition to the stable investment in coal, the investment in black, non-ferrous and non-metallic industries has declined significantly. What is the reason? One is to speed up the recovery, the other is to reduce investment. Will there be a sharp rise in raw material prices? What are the suggestions for related industries and enterprises? thank you.

Miao Wei:

Thank you for your question. Indeed, as the journalist friend said, investment in mining industry in ferrous, non-ferrous and non-metallic mines fell from January to April, down 13% year-on-year. The main reason is that most of the mines are located in remote and remote areas. Affected by the epidemic situation, it is difficult for people to return to work and return to work relatively slowly. In addition, with the slowdown of downstream demand growth, the willingness of mining enterprises to invest has also been affected to some extent. I remember in the late February, I specially connected with Yichang, Hubei Province, to start the production of phosphate fertilizer spring ploughing and preparing for ploughing. They also reflected that Hubei is a province rich in phosphate ore resources. The biggest difficulty encountered at that time was the difficulty of personnel returning to work and the difficulty of mine transportation out of the province. This is a typical example.

As for the recent orderly promotion of domestic resumption of production, I think the decline of mine investment will be eased. Take the ratio of investment from January to April. Although the investment from January to April is also declining, the decline rate is 5.8 and 23.3 percentage points lower than that in January and February. The trend is from negative to positive. As for whether it will bring about a substantial increase in price, I dont think so, because the price of raw materials and ore depends not only on the price of its own mines, but also on the international ore price. Moreover, most of the mines we rely on are imported, and the proportion of domestic mines is less than 50%. In addition, in recent months, we have also found that with the increase of resumption of production, there is also a lack of effective demand. In this case, the situation of production exceeding demand still exists. In this case, there is no room and possibility for a substantial price rise. For the future, we should also be confident that, in accordance with the requirements of epidemic prevention and economic and social development, as long as domestic demand is really activated, I believe it will return to the normal level before the epidemic. thank you.

Hu kaihong:

Last question.

What is minister Miaos view on the risk that enterprises that have resumed production under the global epidemic may face another reduction of production and shutdown? What are the countermeasures? thank you.

Miao Wei:

After resumption of production, there will be a reduction in production, which is mainly determined by market demand. Now we analyze that the market demand is divided into international market and domestic market, and the international market is the most influential one. Although our import and export from January to April increased by a small margin in RMB terms, I believe that if the international epidemic cannot be effectively controlled, it is unsustainable.

As I said at the beginning, the general policy is to start domestic demand, especially the demand for effective consumption, and use domestic demand and consumption to drive economic growth. There are risks. After resumption of production, production will be reduced or even stopped. But our general response is to start domestic demand quickly to make up for the negative impact of foreign demand. This is the general situation. As for the specific policies to support small and medium-sized enterprises, some policies by industry have been mentioned before, and I will not repeat them here.

Hu kaihong:
