According to a statement issued by the U.S. Department of Commerce on May 15 local time, Huawei is comprehensively restricted from purchasing semiconductors manufactured with U.S. software and technology, including those manufacturing equipment outside the U.S. but listed in the U.S. business control list. Before manufacturing OEM for Huawei and Hisilicon, the license from the U.S. government is required.
Considering the huge economic impact of this measure on wafer foundry, a buffer period of 120 days is given to reduce the impact of the change of this regulation.
