It is reported that Li Shufu put forward in the proposal on moderately liberalizing the prohibition and restriction of motorcycles for scientific planning of urban motorcycle driving, according to the different levels of motorcycle displacement, it is necessary to implement the motorcycle license classification system. For the issuance of special licenses for operating motorcycles (express delivery and take out), the business entity shall be responsible for unified management, training and management, and separate the management of operating motorcycles and personal motorcycles. In addition, motorcycle related enterprises are encouraged to increase R & D efforts in the direction of new energy and motorization of motorcycles, and a national unified licensing policy for motorcycles is issued.
This year, Li Shufu also put forward the proposal on moving the automobile consumption tax collection link to the sales link and realizing the sharing between the central and local governments. The proposal shows that according to the current consumption tax policy, except for the extra luxury cars in the retail sector, other cars are levied in the production (import) sector. Production enterprises pay consumption tax in advance, which leads to a large amount of capital occupation of automobile production enterprises, affects the technological innovation and product research and development of enterprises, and is not conducive to the sustainable development of automobile industry. At the same time, the automobile consumption tax is currently the central tax, and the local government has little benefit. On the contrary, it bears the cost of traffic congestion and infrastructure investment such as roads and parking lots after the rapid growth of automobile consumption.
Li Shufu believes that the collection of automobile consumption tax should be moved from the current production link to the sales link, and suggests that the central government and the local government should share the Five Five Year Plan to reduce the large occupation of the working capital of production enterprises, which is conducive to the better investment of capital in technological innovation and product research and development, so as to promote the high-quality development of the automobile industry. At the same time, with the transfer of automobile consumption tax and the retention of part of the tax revenue in the local area, more funds can be available for urban infrastructure construction.
