According to the information, Zhang Enhui, Secretary of the Alliance Committee of Xingan League of Inner Mongolia Autonomous Region, has been a member of the Standing Committee of the Party committee of Inner Mongolia Autonomous Region.

Political affairs noted that after this adjustment, Zhang Enhui became the youngest member of the Standing Committee of the Party committee of Inner Mongolia Autonomous Region. Liu Qifan, the youngest member of the Standing Committee of the Party committee of Inner Mongolia Autonomous Region and Secretary of the Discipline Inspection Commission, was born in April 1967.

According to the public resume, Zhang Enhui was born in December 1967 and has been working in Inner Mongolia. Zhang Enhui graduated from Inner Mongolia University of Finance and economics in 1991, and later entered Inner Mongolia Medical Corporation. He has successively served as a cadre of the finance and accounting department and deputy director of the office.

In 1999, Zhang Enhui was transferred to the economic and Trade Commission of Inner Mongolia Autonomous Region, and successively served as the cadre of the pharmaceutical preparation office, deputy director of the office, director of the general affairs office, etc. In 2003, Zhang Enhui was transferred to the state owned assets supervision and Administration Commission of Inner Mongolia, and successively served as the director of performance assessment and statistical evaluation office and the director of the office.

In 2010, Zhang Enhui was transferred to be the vice mayor of Chifeng City, and two years later he was the member of the Standing Committee and vice mayor of Chifeng City. He worked in Chifeng for four years. In 2014, he served as the director of the the Inner Mongolia Autonomous Region Local Taxation Bureau and transferred to the Secretary of the Xingan Meng League Committee two years later.

Mr. Zhangs predecessor, Miao Yinzhu, was also promoted to the position of secretary of the Alliance Committee of Xingan League by the director of the Local Taxation Bureau of the autonomous region. Miao Yinzhu was appointed as the director of the Local Taxation Bureau of Inner Mongolia Autonomous Region in 2001 and served as the Secretary of the Alliance Committee of Xingan League in 2013.

In 2016, Miao Yinzhu was transferred as the director of the Department of transportation of Inner Mongolia Autonomous Region, and Zhang Enhui took over as the Secretary of the Alliance Committee of Xingan League. A year later, Miao Yinzhu was transferred to the Standing Committee of the Inner Mongolia Peoples Congress.

According to the official website, Xingan League is located in the northeast of Inner Mongolia, the northeast is connected with Heilongjiang Province, the southeast is adjacent to Jilin Province, and the northwest is connected with Mongolia. It is named because it is located in the middle of the Great Xingan Mountains. Xingan means hills in Manchu. Xingan League has two county-level cities, one county and three banners under its jurisdiction. In 2018, it had a permanent population of 1.679 million and achieved a GDP of 47.248 billion yuan.

In 2017, Zhang Enhui said in an interview that Xingan League is a concentrated and contiguous poverty-stricken area at the south foot of the Great Xingan Mountains, and is the main battlefield of poverty alleviation and development of the country and the autonomous region. Zhang Enhui introduced that Xingan League focuses on cultivating eight leading industries, namely rice, vegetable, oil, sugar, pig, poultry, cattle and sheep, and simultaneously promotes photovoltaic poverty alleviation, tourism poverty alleviation and e-commerce poverty alleviation, while vigorously developing tourism. It is reported that the poverty population of Xingan League decreased from 105000 at the end of 2015 to 20000 at the end of 2018, and the incidence of poverty decreased from 9.5% to 1.8%.

On March 25, it was reported that Li Yi, member of the Standing Committee of the CPC Tianjin Municipal Committee and secretary general, had been transferred as the deputy head of the Central Party School (State Administration College).

On March 19, Gong Zheng, deputy secretary of the CPC Shandong Provincial Committee and governor of Shandong Province, was transferred as Deputy Secretary of the CPC Shanghai Municipal Committee and later as secretary of the Party group and acting mayor of Shanghai municipal government.

On March 13, Ma Sen, deputy department level inspector of the National Commission for Discipline Inspection of the Central Commission for Discipline Inspection, said that he was transferred to the Standing Committee of the CPC Jiangxi Provincial Committee, the Secretary of the provincial Commission for Discipline Inspection and the candidate for the director of the Commission.
