The competent forestry and grassland departments of all provinces, autonomous regions and municipalities directly under the central government, and the competent forestry and grassland departments of Xinjiang production and Construction Corps:

On February 11, 2020, the food and Agriculture Organization of the United Nations (FAO) issued the desert locust disaster warning to the world. Recently, desert locusts have spread from East Africa to India and Pakistan. China is also facing the risk of desert locust invasion. In order to effectively deal with the risk of desert locust invading our country and do a good job in the prevention and control of desert locust and other grassland locust disasters, the relevant requirements are urgently notified as follows:

1u3001 Conscientiously perform their duties, fully understand the extreme importance of locust control

The prevention and control of grassland locust disaster is closely related to the production and life of farmers and herdsmen, the ecological security of grassland and the national food security. Locusts are widely distributed in Chinas grassland area, with an average annual grassland locust disaster area of 150 million mu and the highest year of 300 million mu. The desert locust disaster, which started in Africa, has attracted the attention of the international community and many media, especially the Party Central Committee and the State Council, because of its wide range, heavy damage and rapid development trend. Experts believe that although the risk of desert locust invasion into China is relatively low, once it invades, it will face many uncertainties, such as unknown occurrence rules, lack of monitoring technology, and difficulties in prevention and control. The competent forestry and grassland authorities at all levels should firmly establish the awareness of bottom line thinking, and should never be paralyzed or careless. Guided by Xi Jinpings idea of ecological civilization, we should fully understand the extreme importance of doing well the locust disaster prevention and control work, and conscientiously fulfill the responsibilities of forestry and grassland authorities in the industry management. At the same time, in accordance with the principle of territorial management of biological disasters, we should consolidate the responsibility of local main bodies, strictly prevent locust disasters due to slack management, and effectively maintain the ecological security of grassland.

2u3001 Strengthen monitoring and control to grasp the international and domestic disaster situation of desert locust in time

According to FAO judgment, the desert locust disaster that started in Africa may last until June 2020 due to poor initial control, when the locust population size may increase to 500 times of the current. According to experts, if the climate is suitable, there is a risk that the desert locust will invade Tibet directly from Pakistan and India, Yunnan via Myanmar or Xinjiang via Kazakhstan. Yunnan, Tibet, Xinjiang and other provinces and regions bordering India, Pakistan and Myanmar should pay close attention to and closely monitor the changes of desert locusts, arrange monitoring points on the possible migration path, and do a good job in monitoring desert locusts in the border areas. At the same time, we should strengthen coordination and communication, carry out inter provincial cooperation, realize information, resources and technology sharing, and ensure efficient and coordinated work. The important changes of desert locust situation should be reported to the grassland management department and the forest and grassland pest control station of our bureau.

3u3001 Improve the emergency plan and strive to build a long-term mechanism for grassland locust disaster prevention and control

4u3001 Strengthen the implementation of measures and do a good job in the prevention and control of grassland locust disaster in 2020

Affected by global warming and continuous drought in grassland area, grassland locust disaster in China has been high for many years. In view of the complex situation of locust situation at home and abroad in 2020, our bureau plans to hold the National Conference on locust disaster trend in March, analyze and judge the occurrence risk of locust disaster, and timely deploy the prevention and control of locust disaster. The competent forestry and grassland authorities at all levels should also conduct trend consultation in a timely manner, integrate relevant experts from scientific research and teaching institutions, analyze and judge the risks of grasshopper disasters in overseas and local areas, and formulate corresponding countermeasures to prevent them. To strengthen the monitoring work, the areas that may occur locust disaster should be divided into parts and checked one by one. According to the migration and development of grasshoppers in the grassland, the monitoring report system and duty system of grasshoppers shall be started in time, and the early warning information shall be released in time to guide the public opinion. We should do a good job in the storage and preparation of locust control agents, equipment, funds and personnel, and implement the preparation of locust control aircraft as soon as possible to ensure that effective measures can be taken promptly in case of locust disaster. We should strengthen the construction of specialized emergency prevention and control teams, strengthen prevention and control technology training and practical exercises, and constantly improve the prevention and control capacity of grasshopper disaster.
