Strictly check the pathogenic microorganism experiment of high pathogenicity animal without approval
According to the requirements of the notice, the supervision on the experimental activities of animal pathogenic microorganisms shall be strengthened. If the biosafety level III and level IV laboratories need to engage in the experimental activities of a certain highly pathogenic animal pathogenic microorganism or suspected highly pathogenic animal pathogenic microorganism, they shall be submitted to the animal husbandry and veterinary authorities at or above the provincial level for approval.
No unit or individual may engage in relevant experimental activities without approval. If the customs urgently needs to engage in relevant experimental activities for the purpose of inspection and quarantine, the relevant experimental activities shall be stopped according to law after the completion of the emergency experimental activities. Those who intend to continue to engage in relevant experimental activities shall obtain the corresponding administrative permission for experimental activities in accordance with the law.
Strengthen the supervision and inspection of experimental activities. Local animal husbandry and veterinary departments shall strengthen the biosafety supervision and management of animal pathogenic microorganism laboratories and their experimental activities within their jurisdiction. Those who engage in the experiment of pathogenic microorganisms of highly pathogenic animals without approval shall be investigated and dealt with seriously according to law, and any scientific research achievements arising therefrom shall not be recognized. In case of any change in the laboratory capacity conditions that no longer meet the national standards or relevant regulations, the laboratory activity license shall be suspended or cancelled in time.
At the same time, we should strengthen the management of the publication of the research results of the research institutes, colleges and universities, and publishing institutions related to the highly pathogenic microorganisms, and bring the management of the laboratory biosafety release into the relevant performance evaluation work.
Non officially designated units and individuals are not allowed to preserve the strains and samples of pathogenic microorganisms with high pathogenicity
According to the notice, except for the bacteria (virus) preservation institutions and relevant professional laboratories designated by the Ministry of agriculture and rural areas, other units and individuals are not allowed to preserve the high pathogenic microorganism (virus) species and samples. All preservation institutions and relevant professional laboratories shall strictly manage the collection, preservation, supply and destruction of bacterial (toxic) species and samples, establish and improve the biosafety and security management system, and ensure the safety of bacterial (toxic) species and samples. In case of illegal preservation of bacterial (toxic) species and samples, the local animal husbandry and veterinary department shall supervise the destruction on the spot or send them to the preservation institution designated by the Ministry of agriculture and rural areas for preservation.
It was proposed in the notice to strengthen the collection and use supervision of animal disease materials. For major animal epidemics or suspected major animal epidemics, the supervising agency for animal epidemic prevention shall collect disease materials. Staff who collect samples of highly pathogenic microorganisms shall prevent the spread and infection of pathogenic microorganisms during the collection process, and make detailed records on the source, collection process and methods of samples. Local animal husbandry and veterinary authorities should strengthen the safety supervision of the collection and use of disease materials. Laboratories and their establishment units should strengthen the supervision of the disposal of waste from relevant experimental activities to ensure effective sterilization and traceable flow.
