The armed conflict in Syria has continued since March 2011. According to the memorandum signed by Russia, Turkey and Iran in Astana (now Nursultan), the capital of Kazakhstan, in May 2017, four conflict degraded areas have been set up in the northwest of Syria, including Idlib Province, central Homs Province, Damascus suburb and southern Syria. Three of them were taken over by Damascus in 2018.

The fourth conflict degraded area is known as the Idlib conflict degraded area, which is mainly located in Idlib Province, part of which is located in rataka Province, HAMA province and Aleppo province. In September 2018, Russia and Turkey agreed to establish a demilitarized zone in Idlib. There are more than ten armed groups active in the area, with a total number of about 300000 armed elements.

According to the memorandum, Kurdish forces withdrew to a distance of 30 kilometers from the Syrian Turkish border, while Russia and Turkey began to patrol in the area 10 kilometers to the West and east of the spring of peace operation area (except kamishli city) from the Syrian Turkish border from November 1, 2019 to prevent the infiltration of armed elements into the security zone.
