On January 27, in accordance with the principle of special affairs and special office, a notice was made and issued to further clarify the specific measures for fast customs clearance of imported epidemic prevention and control materials. For imported drugs, medical devices, etc. specially used for epidemic prevention and control treatment, the epidemic materials imported by various means and carried by passengers and sent to Beijing by mail express delivery, the immediate delivery was achieved to ensure zero delay in customs clearance. According to our statistics on the declared data, since January 24, 2020, the national customs has inspected and released 171000 batches of epidemic prevention and control materials, 377 million pieces, worth 1.216 billion yuan.
The imported materials directly used for epidemic prevention and control organized by the competent department of health and health shall be exempted from customs duties. The imported materials shall comply with the provisions of item (1) of Article 1 or the Interim Measures for exemption of import tax on charity donation materials. The Provincial Department of Finance (bureau) shall, together with the provincial competent department of health and health, determine the list of importers and the list of imported materials, and notify the local customs and the provincial tax department directly under the local government by letter.
