Yin Hong, born in Huzhou, Zhejiang Province in June 1963, stayed in Shanghai University of technology after graduating in 1985.

In December 1994, Yin Hong joined the Shanghai Municipal Planning Commission as deputy director of the office. After 1996, he worked in several districts and counties in Shanghai, successively serving as the deputy county head of Songjiang County, the deputy district head of Changning District, the Deputy Secretary of the District Committee, the Deputy Secretary of Zhabei District Committee and the district head.

Yin Hong, who helped Tibet from 2001 to 2004, served as Deputy Secretary of the Shigatse local Party committee and head of the liaison group of the third batch of 50 Tibetan aid cadres in Shanghai.
