According to investigation, the legal representative of the cooperative, Han Mou (male, 44 years old, from Ruian), has already suffered from capital crisis due to investment failure. In the process of operation, some customers proposed to buy a small amount of cotton, and asked Han Mou to issue an invoice with a large amount of money, and pay him 2-3 percentage points of handling fees. Han began to make false invoices and issued 170 million yuan in one year.

After preliminary investigation, Han Mou gained millions of yuan by falsely issuing invoices, resulting in tens of millions of yuan of national tax losses. On November 10, Han was detained by Ryan police for the crime of falsely issuing invoices. The case is under further investigation.
