First, about the economic operation

Focus on three aspects of data.

First, power operation. In terms of power generation, from January to October, the national industrial power generation above designated size increased by 3.1% year on year, 0.1% higher than that from January to September. Among them, thermal power, hydropower, nuclear power, wind power and solar power increased by 1.1%, 6.5%, 19.3%, 5.7% and 14.4% respectively year on year. In terms of electricity consumption, from January to October, the electricity consumption of the whole society increased by 4.4% year on year. Among them, the first, second, third and residential power consumption increased by 5.2%, 3.0%, 9.3% and 5.9% respectively year on year, while the third and residential power consumption continued to maintain rapid growth. By region, the power consumption of 27 provinces (regions and cities) in China is growing, among which Guangxi and Tibet have achieved double-digit growth of more than 10%. In October, the power consumption of the whole society increased by 5.0% year-on-year, and the growth rate rose by 0.6 percentage points compared with last month.

Second, the examination and approval of investment projects. In October, the national development and Reform Commission approved eight fixed asset investment projects with a total investment of 44.2 billion yuan, mainly in the energy sector. Among them, the approved external transmission pipeline project (Caofeidian Baodi section) of Hebei Xintian Tangshan LNG terminal will be connected with China Russia east line, Shaanxi Beijing line and other national trunk pipelines as well as Hebei natural gas pipeline network after completion, which is of great significance to ensure regional gas supply safety, improve atmospheric environment and promote economic and social development along the line.

Third, price operation. From January to October, Chinas consumer price rose by an average of 2.6% year-on-year, and the structural characteristics of pork and other food prices were obvious.

In terms of consumer prices, October rose 0.9% month on month, the same increase as the previous month; the year-on-year rise was 3.8%, 0.8 percentage points higher than the previous month. The recent year-on-year increase in CPI has expanded, mainly due to the significant increase in the price of pork and its substitutes, driving the overall food price up 15.5% year-on-year, contributing more than 80% to the increase in CPI. From the perspective of core CPI excluding food and energy prices, since the beginning of the year, the growth rate has gradually declined, with a year-on-year increase of 1.5% in October and an average increase of 1.7% from January to October.

In terms of factory prices of industrial producers, they rose 0.1% month on month (MOM) in October, the growth was the same as that of the previous month; they fell 1.6% year on year, the decline was 0.4% higher than that of the previous month; they fell 0.2% on average from January to October. PPI rose slightly this month, mainly due to the rise in the price of agricultural and non-staple food processing industry. Driven by the rise in food prices, the price of agricultural and sideline food processing industry rose 1.8% month on month.

Second, on the construction progress of Guangdong Hong Kong Macao Bay Area

In accordance with the decision-making and deployment of the Party Central Committee and the State Council, the national development and Reform Commission, together with Guangdong, Hong Kong and Macao and relevant departments, has made positive progress in promoting the construction of the Great Bay area of Guangdong, Hong Kong and Macao in an orderly manner.

First, the 1 + n planning policy system has been continuously improved. In February this year, the outline of the development plan for Guangdong, Hong Kong and Macao Dawan district was released to the public, which clearly defined the overall requirements and key tasks for the construction of Dawan district. Second, the construction of international scientific and technological innovation center was advanced in an orderly manner. The construction framework of two corridors and two points of the international science and technology innovation center of Guangdong, Hong Kong and Macao Bay area has been gradually built. Among them, two corridors refer to the science and technology innovation corridors of Guangzhou, Shenzhen, Hong Kong and Zhuhai, and two points refer to the two points of Hetao and Hengqin. The construction of the third runway of Shenzhen airport was approved, and the expansion project of Huizhou airport terminal, freight area and apron was started. The fourth is to speed up the building of a high-quality life circle suitable for living, business and tourism. The implementation plan for strengthening the construction of Hong Kong and Macao Youth Innovation and entrepreneurship base was issued and implemented to include Hong Kong and Macao entrepreneurs in the scope of local entrepreneurship subsidies. The preferential policies for personal income tax in Dawan District of Guangdong, Hong Kong and Macao have been issued, and the detailed rules for implementation have been formulated by Guangdong Province. The notice mainly clarifies the application of new regulations on asset management and their implementation rules for venture capital fund funded by asset management products and government funded industrial investment fund. The overall thinking and main contents are consistent with the guidance and basic principles of the new regulations and their implementation rules.

In terms of specific measures, there are three main points: first, clear policy arrangements for the transition period. Before the introduction of the new regulations, some financial institutions had signed subscription agreements or actual contributions with the two types of funds. Third, moderately loosen the nesting restrictions. According to the notice, when two types of funds that meet the specified requirements accept the investment of asset management products and other private investment funds, the two types of funds are not regarded as the first level asset management products to avoid the impact on the operation of the fund. This policy is applicable to the transitional period and the end of the transitional period.
