On November 14, the three major telecom operators announced the details of the operation of the network transfer, and detailed description of the scope, process and precautions of the network transfer. There are four types of numbers that cant be transferred.

Class IV number cannot be transferred to the network with number

First of all, number carrying transfer service refers to a service in the same local telephone network where cellular mobile phone users (excluding Internet of things users) change the signed basic telecommunication service operators while the user number remains unchanged. This means that cross regional mobile phone users are unable to handle the number transfer.

At present, there are no four types of number transfer services. It includes:

(1) satellite mobile service number: the network number is 1349, 174 and other numbers;

(2) number of resale of mobile communication: the network number is 170, 171, 162, 165, 167, etc;

(3) Internet of things numbers: Internet of things private network numbers (such as 146, 148, 149, 140-144, 1064 segments, etc.) and other general public mobile communication network numbers used for Internet of things applications;

(4) other circumstances that do not conform to the provisions of state policies.

Five conditions for carrying out

The rules list five requirements for a number to apply for a carry out service.

(1) having registered the personal real identity information in the original signed telecommunication business operator (hereinafter referred to as the carrier) for network access (hereinafter referred to as real name network access). At this stage, the government and enterprise customers who enter the network with the unit certificate shall transfer the number to the name of the natural person, and then apply for carrying the number to the network for carrying out the service;

(2) in normal use (non loss reporting, shutdown, etc.);

(3) settle the paid telecommunication expenses with the carrier, if there are any unclaimed telecommunication expenses (such as international roaming expenses), the payment time and method have been agreed with the carrier;

(4) there is no agreement with the carrier on the term limit of on-line service, or the term limit of on-line service has been lifted;

(5) 120 days (natural days) have passed since the last transfer.

The user will edit the SMS cxxz u0dcf name u0dcf ID number and send it to the official customer service SMS platform of the operator (China Mobile is 10086, China Unicom is 10010, China Telecom is 10001) to check whether the number meets the carrying conditions, and the SMS platform will timely feed back the users query results.

If the conditions are met, if there are other services affected after the number carrying transfer, the user will be informed of the affected services while the query results are fed back. For those who do not meet the conditions, the reasons for the users failure to meet the conditions, the business affected by the transfer of the number with the network and the consultation ways will be clearly informed at one time, and the consultation meeting the conditions will be provided to the user through customer service telephone and other ways.

The carrier provides the online users with the service of carrying out condition inquiry, carrying out restriction lifting and carrying out authorization code application.

Users can apply for the removal of the carrying out restriction in case of the affected business of carrying number to transfer network.

If the restriction cannot be lifted online, users can go to the physical business hall to lift the service of carrying out the restriction. If there is no self owned entity business office in the county-level area, at least one cooperative business office will be guaranteed to provide the service of lifting restrictions.

When the user applies for the service of removing the time limit of the network and meets the conditions for the removal, the carrier will allow the user to carry the number to transfer to the network within 24 hours; for the business affected by the carrying number to transfer to the network, the carrier will allow the user to carry the number to transfer to the network immediately after the user applies for the service of removing the carrying limit.

Carry in with authorization code, valid certificate and mobile phone card

When carrying in, the user shall bring his / her personal valid certificate, valid carrying out authorization code and mobile phone card corresponding to the number of the application carrying out service. At this stage, in principle, we will not provide the bringing in service entrusted to others.

After the user who has met the conditions for carrying out the transfer has obtained the carrying out authorization code, he / she shall go to the telecommunication business operator (hereinafter referred to as the carrying in party) to sign the contract for carrying in. After the handling, the carrying in party shall provide the user with a new mobile phone card.

Use, balance and bill processing of account carrying transfer

After the transfer, the original mobile phone card will be used normally, and the carrier will provide telecommunication services for the users. After the completion of the network switching, the original mobile phone card of the user with the signal transfer network will be invalid, the telecommunication service relationship between the user with the signal transfer network will be terminated, at the same time, the new mobile phone card will be activated, and the user with the signal transfer network will be provided with the telecommunication service by the user with the signal transfer network. The carrier shall not provide telecommunication services to the users of the network before the completion of the network switching.

The carrier shall sign a telecommunication service agreement with the new users of the network on the principle that they enjoy the same rights under the same conditions.

After the completion of the network transfer, the telecommunication service agreement signed by the carrier and the user and the related services provided will be terminated automatically. The carrier shall handle the account balance of the user and provide the billing service according to the rules when the user logs off.

After the completion of the network transfer, the carrier shall be responsible for notifying the user to settle the telecommunication expenses between the carrier and the carrier within the agreed time limit, and shall issue a telecommunication expense bill. Users shall pay fees to the carrier in accordance with the requirements of the payment notice. If it fails to pay within the time limit, the carrier may recover the relevant telecommunication expenses in the way agreed with the user.

In case of any communication obstacle to the users of the number carrying transfer network, the relevant telecommunication business operators shall cooperate with each other and actively and properly handle the communication obstacle to the users of the number carrying transfer network.

Precautions for number carrying and network transfer

The operation details also list some small problems that may be encountered in the network transfer with carrying number, and the operator will clearly inform the users.

1. Due to differences in technology and equipment, users may need to replace terminals;

2. The time point when the user starts the new card and during the network switching may affect the normal communication for a short time;

3. The user needs to settle the expenses that are not paid when applying for carrying out service with the carrier;

4. The points, reputation, VIP level and various discounts enjoyed by the user in the carrier may not be able to continue to be used;

5. Some businesses (services) provided by the carrier and its partners may not be able to continue to be used;

6. Users need to inform the social number related service providers of the number transfer in time;

7. Other matters to be informed.
