Beijing News on November 8, the Ministry of industry and information technology (MIIT) and the Ministry of natural resources (MRR) have issued the total amount control indicators of rare earth mining, smelting separation and tungsten mining in 2019, according to the notice published on the official website of the Ministry of industry and information technology. The two ministries and commissions stressed that rare earth and tungsten are products strictly controlled and managed by the state in terms of total production. No unit or individual is allowed to produce without plan or beyond plan.
In terms of specific indicators, the national total control indicators of rare earth mining and smelting separation in 2019 are 132000 tons and 127000 tons respectively. The total control index of tungsten concentrate (65% of tungsten trioxide) mining in China is 105000 tons, including 78150 tons of main mining index and 26850 tons of comprehensive utilization index. The above indicators include the first batch of indicators that have been released.
The two ministries and commissions stressed that the total amount control index of rare earth mining and smelting separation should be centralized allocated to key backbone enterprises with advanced technology and equipment and high environmental protection level, so as to further improve the index concentration. Enterprises with one of the following circumstances shall not allocate indicators: (1) mining enterprises do not have mining license or safety production license, stop the construction of rare earth resources recycling projects or the relevant competent departments explicitly require the production to be stopped for rectification; (2) rare earth smelting separation enterprises use backward production processes and smelting separation capacity which have been listed in the catalogue of prohibition or elimination less than 2000 tons (REO) uff09/In, or the relevant departments explicitly require the production to be stopped for rectification; (3) failing to meet the environmental protection requirements such as the discharge standard of rare earth industrial pollutants and radiation protection; (4) failing to meet the production conditions due to long-term shutdown.
According to the requirements of the two ministries and commissions, production shall be organized in strict accordance with the indicators, and relevant laws and regulations on environmental protection and resource development shall be observed; it is strictly prohibited to carry out the business of rare earth processing (including entrusted processing) and purchase and process illegal rare earth mineral products; rare earth comprehensive utilization enterprises shall not process rare earth mineral products (including imported mineral products); complete import procedures shall be provided for the utilization of overseas rare earth resources.
