In a friendly, constructive and pragmatic atmosphere, heads of delegations exchanged extensive views on the current international and regional economic situation, discussed issues related to deepening economic and trade and people to people cooperation within the SCO framework, and reached the following consensus.

The heads of delegations pointed out that we should further deepen cooperation on jointly building an open world economy, constantly consolidate the multilateral trading system based on the rules of the world trade organization, which is open, inclusive, transparent, non discriminatory, and opposes any form of unilateralism and protectionism in international and regional trade. WTO is an important platform for countries to discuss international trade issues. All parties will abide by the basic principles and rules of WTO. Leaders stressed the urgency of reforming WTO through improving key functions such as negotiation, supervision and dispute settlement to improve its work efficiency. In this regard, the leaders pointed out that the 12th WTO Ministerial Conference to be held in Nursultan from 8 to 11 June 2020 is of great significance.

Heads of delegations said that since the Council meeting of heads of government (prime ministers) of SCO member states was held in Dushanbe on October 12, 2018, a series of concrete results have been achieved in the cooperation in the economic and people to people fields of the organization.

Heads of delegations expressed their willingness to actively implement the outcome of the meeting of the Council of heads of state of SCO Member States held in Bishkek on June 14, 2019, and support the work of the rotating presidency of the Russian Federation from 2019 to 2020.

The heads of delegations expressed the view that connectivity in facilities, trade, finance, people to people and cultural, digital, energy and other fields should be further strengthened, and a broad, open, mutually beneficial, win-win and equal cooperation space should be built in the Eurasian region to ensure reliable, safe and sustainable development.

The heads of delegations supported cooperation in the field of industry and the development and adoption of relevant treaty legal documents within the framework of the SCO.

Heads of delegations support further deepening regional cooperation, optimizing business environment and creating favorable conditions for expanding mutual investment.

According to the joint statement on trade facilitation issued by the heads of SCO member states in Qingdao on June 10, 2018, the leaders believed that regional trade facilitation solutions should be further developed.

Heads of delegations believe that it is very important to expand cooperation in the field of service trade and formulate relevant documents.

Heads of delegations affirmed the outcome of the 18th meeting of Ministers of economy and trade of SCO Member States held in Tashkent on September 26, 2019. In order to further expand economic cooperation, improve the investment environment, and ensure the equality, mutual benefit and sustainable and stable development of the SCO region, the heads of the SCO approved the new version of the outline of multilateral economic and trade cooperation among SCO member states, and stressed the need to formulate a plan for the implementation of the outline.

The heads of delegations pointed out that it is very important to gradually implement the 2016-2020 action plan of the SCO development strategy to 2025 and the list of measures for SCO to further promote project cooperation in 2017-2021.

Heads of delegations expressed the view that it is necessary to improve the working efficiency of departmental meetings and working group meetings within the framework of SCO, and to study new or reform existing professional working groups in accordance with the prescribed procedures, so as to effectively implement the new version of the outline of multilateral economic and trade cooperation among SCO Member States.

The heads of delegations supported the SCO countries in strengthening local exchanges, stressed the need for effective implementation of the SCO regional cooperation development outline approved in Bishkek on June 14, 2019, welcomed the holding of the SCO local leaders forum in Chelyabinsk in the first half of 2020, and the construction of the China SCO local economic and trade Cooperation Demonstration Zone in Qingdao by China The initiative.

The heads of delegations reiterated the importance of supporting the development of small and medium-sized enterprises and stressed that measures should be taken to effectively implement the memorandum of understanding on promoting small and medium-sized enterprise cooperation among SCO economic and trade departments signed in Qingdao on June 10, 2018. Leaders welcomed the SCO and BRICs regional SME forum held in Ufa from September 26 to 27, 2019.

The Republic of Republic of Kazakhstan, Kyrgyz Republic, Islamic Republic of Pakistan, Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan reaffirmed their support for the one belt initiative put forward by Peoples Republic of China and highly appraised the achievements of the second one belt and one way Summit on international cooperation held in Beijing in from April 25 to 27, 2019. We should take all sides as a joint effort to implement this initiative and promote the work of one belt and one road construction and docking with Eurasian Economic Union.

The heads of delegations stressed that it is of great significance to implement the multilateral initiatives of Member States, further promote mutually beneficial cooperation in the region, promote economic growth, expand cooperation in transportation, energy, industry and other fields, expand investment scale, promote innovation and modern technology, and ensure employment.

The heads of delegations supported the continuation of active work on the implementation of the agreement on facilitation of international road transport among the SCO member states signed in Dushanbe on September 12, 2014, including the opening of the routes under the agreement in 2020.

The heads of delegations affirmed the results of the second meeting of heads of railway departments of SCO Member States held in Nursultan on September 19, 2019, and stressed the urgency of the concept of cooperation among railway departments of SCO member states.

The heads of delegations took note of the Ukrainian proposal on the development of the draft transport connectivity cooperation strategy of SCO member states.

Heads of delegations stressed the importance of maintaining global energy security and ensuring reliable and stable modern energy supply. The leaders supported the continuation of cooperation in the field of energy and the adoption of measures to improve energy efficiency, the adoption of advanced technologies to achieve the clean use of traditional, renewable and other energy sources, the realization of a clean and energy-saving economy, and the development of energy infrastructure in the region.

The heads of delegations stressed that the existing and under construction energy infrastructure in the region is of great significance for achieving the goal of sustainable development and are willing to strengthen cooperation in this field.

The heads of delegations support the deepening of regional economic cooperation to ensure sustainable economic and social development. The leaders noted the potential for deepening cooperation in transport, energy, trade and other key directions within the framework of the United Nations Economic and Social Commission for Asia and the Pacific.

Heads of delegations supported further strengthening practical cooperation in the financial field and creating good conditions for the development of trade and investment cooperation. All parties will continue to seek a common position on the establishment of the SCO project financing guarantee mechanism, including research on the establishment of the SCO Development Bank and Development Fund (special account).

The heads of delegations supported the further expansion of the use of local currency settlement and its share in mutual trade.

Heads of delegations spoke highly of Indias infrastructure development finance companys accession to the SCO banking consortium.

The heads of delegations welcomed Uzbekistans submission of the draft concept of the SCO economic forum to SCO member states for study, so as to further strengthen the desire of industrial exchanges among countries.

Heads of delegations supported further strengthening the role of SCO in ensuring food security, stabilizing world food markets, developing green organic agricultural production, promoting agricultural digitization and promoting advanced agricultural technology. To this end, the leaders stressed that the agreement on intergovernmental cooperation in the field of agriculture among SCO member states, which was adopted in Tashkent on June 11, 2010, and the outline for food security cooperation among SCO member states, which was signed in Dushanbe on October 12, 2018, should continue to be implemented, and noted Chinas proposal on the establishment of the SCO agricultural technology training exchange demonstration base.

The heads of delegations pointed out the urgency and necessity of cooperation in the field of economic development and integration of remote areas, and supported the formulation of the SCO member states vision for cooperation in the development of remote and rural areas in the digital era and its implementation plan as soon as possible.

The heads of delegations believed that it was necessary to strengthen mutually beneficial cooperation and experience exchange in the field of digital economy, support the development of digital technology in accordance with the principle of fair competition, and oppose discriminatory practices under any pretext to hinder the development of digital economy and communication technology. To this end, the leaders pointed out that it is very important to implement the SCO member states concept of cooperation in the field of digital and information and communication technology adopted in Bishkek on June 14, 2019, and further dialogue should be carried out within the framework of the SCO member states working group on modern telecommunications and communication technology.

The heads of delegations supported strengthening cooperation in science, technology and innovation, and believed that cooperation efficiency should be further improved to seek new economic growth points. The leaders pointed out that measures should be taken to promote cooperation in scientific and technological innovation research fields such as artificial intelligence. To this end, the leaders stressed the importance of the meeting of heads of science and technology departments of SCO member states to be held in Moscow on November 21, 2019.

The heads of delegations pointed out that think tanks of SCO member states on economic issues should cooperate and comprehensively analyze and judge various factors affecting economic cooperation within the framework of SCO in the light of global and regional situations. Leaders welcomed the approval of the constitution of the SCO economic think tank alliance.

Heads of delegations expressed that the SCO forum is a mechanism of public and expert consultation, and it is of great significance to further develop the forum.

The heads of delegations spoke highly of the outcome of the meeting of Ministers of environmental protection of SCO Member States held in Moscow on September 27, 2019, and stressed that the implementation measures plan for the implementation of the concept of environmental protection cooperation of SCO member states in 2019-2021 signed in Bishkek on June 14, 2019 and the development plan for ecological well-being of SCO cities approved in Tashkent on November 2, 2019 should be implemented.

The heads of delegations took note of Uzbekistans initiative to develop the SCO green belt outline to widely promote modern energy conservation and eco clean technologies in SCO member states.

The heads of delegations support the continued active promotion of cooperation in the field of Customs within the framework of the working group on customs cooperation. The heads of state welcomed the signing of the memorandum of the customs of SCO member states on the integration and cooperation of transit system in Tashkent on November 2, 2019.

The heads of delegations supported the continued implementation of the mid-term comprehensive report of the resolution on the International Decade of action water for sustainable development 2018-2028 adopted by the 73rd United Nations General Assembly to promote the achievement of sustainable development goals in the field of water resources.

The heads of delegations supported the expansion of cultural exchanges, jointly held various activities, promoted the people to people exchanges among SCO members, protected the cultural and natural heritage of the region, especially along the Silk Road, and continued to effectively implement the agreement on Intergovernmental cultural cooperation among SCO member states signed in Bishkek on August 16, 2007. The heads of state welcomed the holding of the conference of Ministers of culture of SCO member states in Moscow.

Heads of delegations made positive comments on the progress of the organizations cooperation in the field of health and the implementation of the main measures plan for cooperation in the field of health of SCO member states (2019-2021) signed in Bishkek on June 14, 2019.

The heads of delegations are willing to further cooperate on issues such as health and epidemic protection for residents in the region, response to sudden health disasters, biosafety, prevention and control of fake drugs, antibiotic resistance, prevention and control of infectious and non infectious diseases, public health, medical rehabilitation tourism, etc.

The heads of delegations took note of Chinas initiative to hold the SCO Forum on traditional medicine.

The heads of delegations stressed that sports is an important and effective way to deepen friendly cooperation among the people, and pointed out that the meeting mechanism of heads of sports departments of SCO member states should be studied and established according to the prescribed procedures, so as to effectively implement the agreement on cooperation in the field of sports among competent departments of SCO member states signed in Bishkek on June 14, 2019.

The heads of delegations pointed out that the Shanghai Cooperation Kunming International Marathon on December 2, 2018 and the Shanghai Cooperation isek Lake marathon on May 11, 2019 were successfully held, supported the regular holding of the above activities, and welcomed the holding of the next Shanghai Cooperation Kunming International Marathon on December 1, 2019.

Heads of delegations pointed out that cooperation in the field of media should be expanded and stressed the importance of implementing the agreement on Intergovernmental media cooperation among SCO member states signed in Bishkek on June 14, 2019.

Heads of delegations supported the implementation of the agreement on intergovernmental cooperation in education among SCO member states, signed in Shanghai on June 15, 2006, to expand academic and scientific exchanges, jointly cultivate high-end talents and carry out joint R & D cooperation.

The heads of delegations stressed that conditions should be created for young people of all countries to receive modern education, participate in business operation and innovation projects, realize self-worth and tap their own potential, and gradually implement the message from heads of SCO member states to youth and its implementation outline adopted on June 10, 2018. The Youth Committee of SCO should play its own role in this regard.

In order to optimize business environment and support youth start-up projects, heads of delegations supported the development of Technology Parks and business incubators in the region.

Heads of delegations supported the SCO Secretariats initiative to hold a simulated SCO intelligence competition for middle school students and college students.

The heads of delegations pointed out that it is of great significance to carry out cooperation and experience exchange in emergency relief, joint exercises at border areas and other levels, and exchange of cross-border emergency disaster risk data. The heads of state believed that observer states and dialogue partners should be promoted to participate in relevant practical cooperation mechanisms such as the meeting of heads of emergency relief departments of SCO member states.

Heads of delegations spoke highly of the outcome of the seventh meeting of heads of emergency relief departments in border areas of SCO member states, held in Chelyabinsk from September 17 to 20, 2019.

Heads of delegations spoke highly of the memorandum of understanding between the SCO Secretariat and the World Tourism Organization signed in Bishkek on June 14, 2019, and supported further cooperation with the world tourism organization. The heads of the group advocated the continued implementation of the development outline for tourism cooperation among SCO member states signed in Tashkent on June 24, 2016 and the joint action plan for the implementation of the development outline for tourism cooperation among SCO member states in 2019-2020 signed in Qingdao on June 10, 2018.

The heads of delegations stressed the importance of promoting the historical and cultural heritage of Member States and fully exploiting the tourism potential of the organizations regions and cities. In this regard, the heads of state took note of Uzbekistans proposal to name a city of the SCO presidency the capital of tourism and culture every year.

Heads of delegations welcomed the Eight Wonders of SCO series of activities proposed by the SCO Secretariat to create a unified tourism area and promote tourism cooperation.

The heads of delegations supported the Silk Road Tourism University of Samarkand to continue to strengthen cooperation with relevant universities and institutions of SCO member states.

Heads of delegations stressed the importance of non-governmental diplomacy in deepening mutual understanding and people to people and cultural exchanges among SCO member states. In this regard, the heads of state took note of the work carried out by the good neighborly and friendly cooperation committee of the Shanghai Cooperation Organization of China and the civil diplomacy center of the Shanghai Cooperation Organization of Uzbekistan, as well as the initiative of the Kyrgyz Republic on the SCO countries and the Silk Road Cultural Integration Center.

The heads of delegations encouraged observer states and dialogue partners to seize the opportunity and actively participate in mutually beneficial cooperation within the framework of the SCO. They pointed out that according to the roadmap for cooperation between the SCO Secretariat and observer states and dialogue partners signed in Bishkek on May 22, 2019, it is of great significance to attract them to participate in the activities of the existing cooperation mechanism.

The heads of delegations supported the organization in expanding cooperation with other international and regional organizations, especially those in the economic and people to people fields, in signing the memorandum of understanding between the SCO Secretariat and the FAO Secretariat, and in signing the relevant memorandum between the SCO and the Eurasian Economic Union.

The heads of delegations believe that in 2020, longchongqing wishes the 75th anniversary of the victory of the world anti fascist war and the Second World War, will once again highlight the permanent and important significance of avoiding the recurrence of the tragedy of human mass casualties, and must firmly oppose the plot of the resurgence of fascist ideology and the thoughts of xenophobia and intolerance.

The heads of delegations expressed their gratitude to Ukraine for its warm reception and the high level of organizational work of the Council meeting of heads of government (prime ministers) of SCO member states.

The next meeting of the Council of heads of government (prime ministers) of SCO member states will be held in India in 2020.
