According to reports, the implementation of the regulations on the recall management of defective automobile products jointly issued by the former AQSIQ and other four ministries in October 2004 marks the formal establishment of the recall system of defective automobile products in China.
By the end of August this year, China had carried out 1926 car recalls involving 73.71 million vehicles. In the past five years, the annual average number of recalls is 220, and almost one recall is implemented every working day. In recent years, the number of recalls has grown rapidly, with more than 10 million vehicles in three consecutive years since 2016, especially more than 20 million in 2017.
Xiao Lingyun, director of the recall management department of the defective product recall center of the State Administration of market supervision and administration, said that the recall has become a normal activity for automobile manufacturers to improve product quality and safety level, but in more than 70 million recalled cars, the number of recalls caused by investigation accounted for 58%, more than half, which shows that the industry enterprises have done well in fulfilling recall obligations Not proactive enough.
In addition, Xiao Lingyun said that Chinese consumers are particularly concerned about the health of the interior environment, and the automotive industry urgently needs to establish technical standards and requirements for the Chinese market. At present, China Automotive health index, a third-party evaluation system for consumers launched by China Automotive Engineering Research Institute, is entering the exploratory stage, which is expected to provide reference for risk assessment, defect determination, recall supervision and other aspects of environmental health problems in vehicles.
