On September 1, 2018, the measures for the application and issuance of residence permits for Hong Kong, Macao and Taiwan residents came into effect. According to the measures, Hong Kong, Macao and Taiwan residents who have lived in the mainland (mainland) for more than half a year and meet one of the conditions for legal and stable employment, legal and stable residence and continuous study may apply for a residence permit in accordance with the provisions. Holders of Hong Kong, Macao and Taiwan residents residence permits enjoy the rights of employment, social insurance, deposit, withdrawal and use of housing fund in accordance with the law. Peoples governments at or above the county level and their relevant departments shall provide Hong Kong, Macao and Taiwan residents with a series of basic public services such as compulsory education and basic public employment services.

In May this year, the State Administration of immigration announced that the entry-exit certificates held by Hong Kong and Macao residents will be included in the service platform for identity authentication of entry-exit certificates. Relying on this platform, public service departments and industries can carry out identity authentication of entry-exit documents, provide fast and convenient services for overseas personnel to handle cards, and finally achieve the same convenience as domestic residents to use identity cards.
