The Way of Heavy Truck Overloading: The Wharf does not interfere with the Overloading Road, and the Overloading Station does not exist.

On October 12, he pulled goods from the wharf in Jiangyin and went south along Xicheng Road to Jiangsu Daming Metal Products Company near Wuxi 312 National Road. The unloading was exceptionally smooth. Because each truck only pulled a coil of steel, Yang Xiong did not have to queue up, it took only about ten minutes to drive out of the factory.

Two days ago, on the evening of October 10, three people were killed and two injured when the bridge deck overturned at K135 National Highway 312 and Xigang Road in Wuxi City. The Propaganda Department of Wuxi Municipal Committee notified that the overturning of the overpass bridge was caused by the overloading of transport vehicles after preliminary analysis by the accident investigation team. The truck and Yang Xiongs route are roughly the same.

The whole Wuxi freight circle is in tension. Yang Xiong, who is often overloaded, also consciously stopped overloading: No one officially notified that overloading should not be allowed. As soon as something happened, everyone would not dare to do so. Who would commit a crime against the wind?

On Oct. 12, a reporter from the Beijing News resumed the journey from the No. 4 pier in Jiangyin to the site of the accident, and found that there was no Zhichao Station along the way.

There are many steel coils that have not been transported from Jiangyin No. 4 wharf.

Docks do not interfere with overloading

Yang Xiong, a frequent passenger of Jiangyin Port, said that Jiangyin Port is a steel distribution center. Generally, steel shipped from Shandong and Northeast China will be loaded in Jiangyin Port and transported to other surrounding cities. Terminal 4 is a port specializing in steel transportation.

At No. 4 wharf of Jiangyin wharf, the port branch of Jiangyin Xiagang Yangtze River Bridge Dismantling Plant is responsible for loading. Mr. Ding, the production manager, confirmed that the overloaded vehicles in the accident started from the wharf. He remembered that on the day of the incident, five trucks of Wuxi Successful Transport Co., Ltd. came to the wharf to transport steel coils, one of them carrying six coils.

Mr. Ding recalled that the company concerned began to pull goods from the wharf in 2019. Because there is a lot of business, the company also has a person in charge of docking at the wharf.

Usually, the person in charge of the docking will bring the goods in advance with the letter of introduction from the customer, and it is up to him to decide how to ship the goods. He will decide how to allocate the car according to the quantity and size of the goods. Whether this batch of goods should be equipped with one car or two cars, what kind of car should be equipped with? We loaded the goods according to his requirements at the work site. He said that we loaded the goods as we loaded them. Mr. Ding said.

The reporter of the Beijing News noticed that there was a warning sign in the wharf, which read Safety Risk Notification and was equipped with signs such as speed limit, weight restriction and prohibition of fireworks.

Safety Risk Notification set up at No. 4 Wharf.

Mr. Ding explained that they had also seen the overturn of trucks carrying steel on social platforms, so warning signs were erected, but they had no practical effect.

Due to the low cost and low price of Dora, there is a market, and overloading is almost a common problem in the whole industry. He gave an example of the cost of transporting steel: 9.5 yuan for a ton of steel, about 20 tons for a coil, 190 yuan for a coil, and its not enough to pay for oil.

Therefore, the wharf will not interfere with overloading in practice. It can be said that at any wharf, I havent seen how many tons you cant load. Mr. Ding said.

After the accident, the business of Mr. Dings company at Jiangyin No. 4 Terminal has been suspended. The busy wharf seemed very cold these two days.

On the east side of the port, there are hundreds of rolls of steel which are not big or small enough to be pulled away, produced by Shanghai Baosteel, Rizhao Donghua and other factories. Nearby workers will also talk about the accident in Wuxi during their working hours. One worker said that on weekdays, there are large boats coming, and nearly a thousand coils of steel can be loaded on one ship.

Refitting trucks for overloading

From Jiangyin No. 4 pier to the site of the accident, there were no overhaul stations along the way.

Near Xigang Road, the site of the accident, known as the largest stainless steel distribution center in East China, gathered hundreds of steel-related shops and factories, large and small.

Dongfang Steel City, which is just next to 312 National Highway, is the retail concentration area. Most of the companies here are processing materials, providing services such as bending, grooving, punching and cutting of steel coils and steel plates.

Within two days of the incident, freight charges increased. A merchant in Dongfang Steel City said that the price of some logistics companies has more than doubled. It used to be 20 yuan, but now its more than 40 yuan.

Yang Xiong has no objection to higher freight rates. His transportation company has only a few cars, responsible for short-distance steel transportation between Wuxi, Jiangyin and Zhangjiagang. In the past two days, the transportation cost of his company rose from 20 yuan to 35 yuan. The monthly salary, plus the Commission of 100 yuan, 150 yuan for every train ride, can bring his monthly income to about 15,000 yuan.

Yang Xiong felt that if each car had fewer loads, it would save the queue time for loading and unloading, and he would no longer have to avoid the traffic police to pick up the morning and evening to leave: Dont be afraid, you can rest assured that you can run several times more, draw several commissions more.

Yang Xiong, who is often overloaded, said that few trucks carrying steel are not overweight. The most serious one is the trucks carrying steel coils. Therefore, there is a saying pull steel without pull coils in the industry.

Yang Xiong was last punished for overloading. Late one summer night in 2019, after he pulled goods from Jiangyin No. 4 wharf, he met with traffic police soon. He was fined 2,000 yuan for overload, deducted 6 points: Ladora is not something we can decide, the fine is also paid by the company. Sometimes when a good-talking traffic policeman meets, the fine is released, and if he is not good at speaking, he will deduct the car and the points.

Yang Xiong calculated the account for his boss, 35 yuan per ton of steel, less than 30 tons of steel per normal load of a car, the price of a trip is about 1000 yuan.

Oil money is at least 500 yuan, my commission is 100 yuan, plus other expenses, there is not much left, afraid that the boss will not do it. Yang Xiong said.

Some people are trying to refit their vehicles in order to get more.

In the eyes of an automotive repair industry practitioner, such modification of large trucks is a common thing. Usually when the owner buys a car, he will customize it, mainly to reinforce tires, frame, girders and steel plates: Just like when building a house, a few more beams are added vertically and horizontally, so the load-bearing is greater. How many roots are added, depending on individual needs.

Yang Xiongs car has also been refitted.

Workers installed enclosures on the part of the bridge where the accident occurred.

Practitioners want to follow the rules

Because of the low freight, Mr. Wang, the owner of the logistics company, thought about quitting the transportation industry: More worries, more risks.

His logistics company has 15 trucks, engaged in short-distance steel transport business, usually from the Jiangyin port to receive goods, and then to Wuxi, Suzhou, Zhangjiagang and other places.

Mr. Wang said that he usually needs about 500,000 yuan to buy a six-axle truck for transporting steel. The salary of each driver is about 15,000 yuan a month. In addition, he also spends money on fuel consumption, car damage and insurance.

But when the market was not good before, we could only earn more than a dozen yuan per ton of steel from Jiangyin to Wuxi. Like 30 tons of steel coil, we can only pull one roll according to the standard, and make five or six hundred yuan per train. But its impossible to just transport this kind of money. Its not enough to earn even the cost. Therefore, the companys cars should be loaded with at least three 30 tons of steel coils and at most seven coils.

Xu, the boss of the logistics company in Dongfang steel city, is also raising the price. The company has dozens of two-axle to four-axle trucks, running from Wuxi to Nanjing, transporting steel plates and stainless steel products. Now, his freight rate has risen from 100 yuan per ton to 150 yuan per ton: They are old customers, and its not good to increase too much.

Drivers of Mr. Xus company work at 8 a.m. and leave at 11 p.m., making less money and safer than the heavy truck pulling coils: A years salary ranges from 60,000 to 70,000.

For the current situation, Mr. Xu, who has been in business for 15 years, would like to hear it.

Mr. Xu recalls that the overloading situation in the transportation industry has become more and more serious since about 10 years ago, because of vicious competition and lower freight rates. In order to make money, he said, If your freight is cheaper, you can earn money by pulling more goods. Then I will rob you of your business. The freight is cheaper than you, and I will definitely pull more goods.

On the road near the site of the bridge rollover accident, only one steel coil was mounted on the truck.
