BEIJING, Oct. 12 (Xinhua). The Ministry of Education issued opinions on deepening the reform of undergraduate education and teaching to comprehensively improve the quality of personnel training. Documents require that examinations and graduation exports be strictly controlled. It is mentioned that those who fail to meet the qualified requirements of the National StudentsPhysical Health Standard cannot graduate by strengthening the examination of students physical education courses.

According to the Ministry of Education, on October 12, the Ministry of Education recently issued the Opinions on Deepening the Reform of Undergraduate Education and Teaching and Improving the Quality of Personnel Training in an All-round Way (hereinafter referred to as Opinions).

Opinions requires that exams and graduation exports be strictly controlled. We should strengthen the management of examinations, enforce the discipline of examinations, and resolutely cancel the clean-up examination such as the make-up examination before graduation. To strengthen the examination of studentsphysical education curriculum, those who fail to meet the qualified requirements of the National Students Physical Health Standard can not graduate. Scientific and rational formulation of undergraduate graduation design (thesis) requirements, strict management of the whole process, and serious handling of various types of academic misconduct. We will implement the management measures for bachelors degrees, improve the management system for bachelors degrees, strictly enforce the standards for bachelors degrees and the management of authorization, and strictly control the granting of degrees.

1. Strict management of education and teaching

1. Ideological and political education should run through the whole process of personnel training. 2. Encourage students to study hard. 12. Promote the reform of the minor specialty system. Promote the cultivation of compound talents, gradually implement the minor specialty system, and support full-time undergraduates who have more resources to minor in other undergraduate specialties. Colleges and universities should study and formulate the catalogue of their minor majors. The minor majors should belong to different majors. In principle, the selection of minor students is not later than the beginning of the second academic year. Subsidiary majors should refer to the requirements of personnel training in the same specialty, and determine the curriculum system, credit standards and bachelors degree awarding standards. We should combine the orientation of the school with the characteristics of minor specialties, promote the comprehensive reform of personnel training mode, and form a characteristic personnel training program. It is necessary to establish and improve the linkage mechanism of talent training, resource allocation and management system which is suitable for the major and minor courses system. No minor bachelors degree shall be awarded to students who have not obtained a major bachelors degree. The minor bachelors degree shall be indicated in the major bachelors degree certificate, and the degree certificate shall not be issued separately.

13. Pilot projects of double bachelors degree personnel training will be carried out. Supporting qualified universities to innovate talent training mode, and carrying out the pilot project of double bachelors degree talent training to provide students with interdisciplinary learning and diversified development opportunities. The pilot project shall be submitted to the provincial Degree Committee for examination and approval, and students shall be admitted through the college entrance examination. The pilot program adheres to the principle of high starting point, high standard and high quality, and its disciplines should have the right to confer doctors degree, and belong to two different disciplines. The pilot personnel training program should be fully demonstrated to fully reflect the curriculum requirements, credit standards and bachelors degree awarding standards of the two majors, and the requirements should not be reduced in disguise. A double bachelors degree may be awarded to those who graduate from a bachelors degree and meet the requirements of a bachelors degree. Only one degree certificate is issued for double bachelors degree, and the two degrees awarded should be indicated in the certificate. Continuing education with higher academic qualifications shall not carry out the work of conferring double bachelors degrees.

14. Steady promotion of cross-school joint talent training. Supporting universities to implement joint bachelors degree training programs, giving full play to the advantages of universities with different characteristics, and improving the quality of personnel training in coordination. The project shall be submitted to the provincial Degree Committee of the location of the cooperative university for examination and approval. The relevant colleges and universities of this project should have the right to grant bachelors degree in this specialty and recruit students through the college entrance examination. The curriculum requirements, credit standards and bachelors degree award standards shall not be lower than the respective standards of the joint training units. In order to implement this policy, colleges and universities should sign cooperation agreements on the basis of full demonstration, jointly formulate personnel training programs, and strengthen student management and service. Joint Bachelors Degree Certificate is issued by the Bachelors Degree Granting Unit where the studentsstatus is at the time of enrollment. Joint training units can indicate it on the certificate and no longer issue the degree certificate separately. Further education for higher academic qualifications shall not carry out the work of awarding joint bachelors degree.

15. Promote the construction of quality culture in an all-round way. We will improve the professional certification system and carry out the three-level certification of undergraduate majors in an orderly manner to ensure qualified, up-to-standard and to pursue excellence. We should improve the internal teaching quality evaluation system in Colleges and universities, and establish a chain of multi-dimensional teaching quality evaluation and guarantee system with undergraduate teaching quality report, undergraduate teaching evaluation, professional evaluation, curriculum evaluation, teacher evaluation and student evaluation as the main body. Continuous promotion of undergraduate teaching audit and evaluation and eligibility assessment. The results of evaluation and certification should be taken as an important reference for policy making, resource allocation and improvement of teaching management of educational administrative departments and universities. Institutions of higher learning should take colleges and departments as units, strengthen the construction of basic teaching organizations such as teaching and research departments, curriculum module teaching teams and curriculum groups, formulate and improve relevant management systems, provide necessary venues, funds and personnel security, select high-level professors as the head of basic teaching organizations, and stimulate the vitality of basic teaching organizations. 19. Improve the system of teacher assessment and evaluation.
