According to the Guardian, the Ministry of Justice of Korea pointed out that the purpose of the amendment was to prevent domestic violence and protect the rights of foreign spouses in Korean families. There is no time limit for the record of those who have committed domestic violence. In addition, any person sentenced for sexual offences against children in the past decade will also be subject to legal restrictions.

According to the data from the Korean Embassy in Vietnam, about 6,000 Vietnamese women marry Korean men every year, while a survey of 920 foreign wives by the Korean Human Rights Commission in 2018 found that 42% of them had suffered domestic violence and 68% had suffered sexual harassment.
