China Economic Weekly - Economic Network News (Wang Ning, trainee journalist) On October 10, Jiangsu Consumer Insurance Commission (CPPC) openly interviewed seven problematic enterprises, including Skyworth, Hisense, Millet, Haier, Changhong, Sharp and Lexus, on the condition that TV was turned on and could not be shut down.

In late July 2019, the Consumer Insurance Commission of Jiangsu Province conducted a special consumption survey on 10 smart TV brands, such as Samsung, through open data collection, consumer questionnaire survey and volunteer information collection. The survey results showed that 96.4% of consumers had the problem of boot-up advertisement in their homes, and 50.16% of consumers said that boot-up advertisement could not be shut down halfway.

Surveys show that Skyworth, Hisense, Haier and Lexus cant turn off their startup advertisements; Millet and Changhong can turn off their startup advertisements in the last 5 seconds; Sharps 30-second startup advertisements can turn off at the bottom right of the screen in the last 10 seconds, but the prompt is not clear. And there are some common problems, such as not informing the start-up advertisement when selling, failing to provide a key shutdown function, and not being able to shut down the advertisement independently.

Jiangsu Consumer Insurance Commission put forward four rectification requirements: first, to protect consumersright to know, consumers have the right to know whether the TV they bought has an on-line advertisement, and they must inform consumers of the time and form of the advertisement; second, to protect consumers right to choose, even if consumers agree to have on-line advertisement, it needs to have a key function of closing; third, to protect consumersfair trading rights, and make it in consumers. When it is clear that the intention of rejecting the start-up advertisement is expressed, the intelligent TV operators shall timely provide consumers with the functional services of closing the start-up advertisement independently; fourthly, establish and improve the complaint handling mechanism, and face up to consumers demands.

Jiangsu Consumer Insurance Commission requires enterprises to submit written rectification plans in 10 working days. If it does not cooperate and rectify, the Provincial Consumer Protection Commission will not rule out public interest litigation.
