If a service enterprise such as logistics and distribution fails to perform its duties as a security subject and its employees violate traffic order many times, causing social impact, it shall be interviewed by the emergency management department; if they refuse to make corrections, they shall be fined not less than 200,000 yuan but not more than 500,000 yuan.
