As a contributor to the Second United Nations Congress and a responsible country, China has earnestly fulfilled its financial obligations to the United Nations and has paid its annual United Nations fees in full. Adequate, stable and predictable financial resources are the basis for the normal operation of the United Nations. Payment of United Nations contributions on time, in full and unconditionally is an obligation of all countries under the Charter of the United Nations. As a contributor to the First General Assembly of the United Nations, the United States has been in arrears for a long time, with a cumulative arrears of about $1055 million, accounting for 76% of the total arrears. Many countries have expressed serious concern about this. We urge Member States to effectively fulfil their financial obligations and address the financial difficulties of the United Nations.
