How to solve the problem of the old reform which has been delayed for more than ten years? How can an immigrant city keep pace with the pace of urban growth, instead of being abandoned in urban renewal?
Rent clearing problem
Baishizhou straddles Shennan Avenue. Lunan is a real Baishizhou village, close to the Window of the World and Shenzhen Bay Park. Lubei is included in the scope of demolition and reconstruction of the upper Baishi, lower Baishi and other four natural villages. The northern and southern districts are collectively called Shahe Five Villages, which belong to Shahe Street. In the old building not far from the store, there lived the parents of the boss. They left their hometown in Jieyang in their twenties and struggled outside. They managed to bring their children up. They did not expect to bring their youngest grandson back home again. But there is nothing in their hometown. They dont want to go back at all. The old mans baggage was piled up in the corner of the shanty room. For the time being, the family of ten couldnt be tidy together.
Many parents of students are also caught off guard. As we all know, Baishizhou, as a village in the city, provides many migrant children with access to school. One of the reasons is that most of the wealthy families in the vicinity choose to let their children attend private schools, leaving many places open for public schools. One parent told China News Weekly that Shenzhen enrolled in integral school, and more than 200 places might not be able to attend school. More than 30 places in Baishizhou would be enough.
In fact, this transformation will not lead to children dropping out of school. Baishizhou Rehabilitation Site Working Group told China News Weekly that the demolition does not involve school demolition, and students will not be affected to go to school. Land is the root of all problems.
In 1959, due to the need of frontier defense, the then Foshan Agricultural Reclamation Bureau set up Shahe Farm in the five villages of Shahe, which was later subordinated to the jurisdiction of Shenzhen. 1992 was a crucial year, laying the groundwork for future contradictions. In this year, Shenzhen Special Economic Zone carried out Urbanization in rural areas. Shareholding companies were set up in villages and farmers became shareholders. However, the villagers in the five villages of Shahe only get urban household registration, and other policies have not been implemented. In 2004, the news of the old reform came from Baishizhou, but because many historical problems remain unresolved, the old reform can not be promoted. On December 31, 2009, a breakthrough was made in the historical legacy of the five villages in Shahe. Of the 146,900 square meters of industrial land in the area, 816,000 square meters were allocated to the Nanshan District Government for solving the historical legacy problems. Nanshan District decided to transfer the related land and assets to Baishizhou Investment and Development Co., Ltd. for management and income.
In July 2014, Baishizhou was approved to be included in Shenzhen City Renewal Unit Plan after the collective land was sacked for safety. In June 2017, Nanshan Administration Bureau of Shenzhen Municipal Planning and Land Commission publicized the draft urban renewal unit plan of Shahe Five Villages. At the end of 2018, the project received special approval. So far, the 14-year urban renewal plan of Baishizhou has become a reality, and the old aircraft carrier has come too late.
