1878 Billionaires will be born in Shenzhen

One stone stirs up a thousand waves.

As a well-known city village in the city center, Shenzhen old aircraft carrier, Baishizhou is finally to be demolished and rebuilt. This is an old dream that began 14 years ago.

According to local records, a large white stone hanging on the top of the hill in front of the village is the origin of Baishizhous place name. This 0.6 square kilometre of land has long been symbolized. For aborigines, it is the home, bitter past and ticket to the future; for deep drift, it is the place where dreams begin; for city managers, it is like a lipoma on Shennan Avenue; in the eyes of artists and scholars, it is also a fertile land for creation and research... Baishizhou is like a five-coloured stone, where different discourse systems interweave.

Also intertwined is the historical narrative and future questioning of Shenzhen as a miracle city: how can different stakeholders work with continents here? How to solve the problem of the old reform which has been delayed for more than ten years? How can an immigrant city keep pace with the pace of urban growth, instead of being abandoned in urban renewal?

Rent clearing problem

Baishizhou straddles Shennan Avenue. Lunan is a real Baishizhou village, close to the Window of the World and Shenzhen Bay Park. Lubei is included in the scope of demolition and reconstruction of the upper Baishi, lower Baishi and other four natural villages. The northern and southern districts are collectively called Shahe Five Villages, which belong to Shahe Street. Like other places in Shenzhen, the local people are the minority group here, and the vast majority of the foreign population. During the peak period, 150,000 people lived here, known as the first station of deep drift.

Shake hands, kiss mouths, and a narrow vegetable market connect the whole community like a capillary. On the case board, clean chickens, ducks and geese are arranged in neat rows. Its crowded and overflowing with fireworks.

Starting in June, a rent-clearing notice disrupted everyday life here. The landlords who have signed the demolition compensation agreement inform the tenants in a piece of A4 paper and similar terms that the urban renewal work in our village has been officially launched. Please settle the rent and water and electricity charges before the end of September and move out of the building.

Many businesses in Baishizhou have put up signs of demolition and rejection. With the large number of households moving away, the business in the shop is becoming increasingly cold.

Fourteen years of intermittent demolition rumors suddenly came true. Moving vehicles and suitcases became the most common sight in Shahe Street. From Zhanjiang to Shenzhen, the hairdresser who worked for five or six years moved his suitcase to Xili in the north. He was asked if he would be reluctant to leave Baishizhou. He laughed and said, Okay! Wandering, everywhere is the same.

Moving is the most common sight in Baishizhou in the summer of 2019. It is an inevitable pain for old people to live farther and rent higher.

Businessmen and studentsfamilies are the two most affected groups. Compared with duckweeds such as Brother in the Hair Salon, they are more like people who took root in Baishizhou. Many stores have signs hanging on their doors to clear their warehouses and dump their goods. The owner of a clothing store who was dumping goods said that he had just signed the rent for two years and spent 560,000 yuan to redecorate the store, which was demolished after opening for one month. We thought it would not be demolished because the road was still under construction at the gate. Before someone offered 600,000 yuan for transfer fees, I couldnt afford to turn around. Now I regret to die.

For many years, it has been said that it has not been demolished! The owner has been running a clothing store here for nearly ten years. In the past, when business was good, thousands of people flowed every day. Now young people have moved away. Even if they dump goods, they can only sell hundreds of dollars every day. Not enough rent! The owner sighed and counted the water and electricity every month. The rent was nearly 20,000 yuan.

In the old building not far from the store, there lived the parents of the boss. They left their hometown in Jieyang in their twenties and struggled outside. They managed to bring their children up. They did not expect to bring their youngest grandson back home again. But there is nothing in their hometown. They dont want to go back at all. The old mans baggage was piled up in the corner of the shanty room. For the time being, the family of ten couldnt be tidy together.

Many parents of students are also caught off guard. As we all know, Baishizhou, as a village in the city, provides many migrant children with access to school. One of the reasons is that most of the wealthy families in the vicinity choose to let their children attend private schools, leaving many places open for public schools. One parent told China News Weekly that Shenzhen enrolled in integral school, and more than 200 places might not be able to attend school. More than 30 places in Baishizhou would be enough.

In fact, this transformation will not lead to children dropping out of school. Baishizhou Rehabilitation Site Working Group told China News Weekly that the demolition does not involve school demolition, and students will not be affected to go to school. But family relocation means that the cost of living and the cost of time have risen sharply. As a result, their rebound was also strongest in the early stages of demolition. Businessmen and parents have built up a group of Wechat messages. True and false news is flying all over the sky, and many people have petitioned in cities and provinces.

For Baishizhou City Renewal Site Working Group, some of these contradictions are reasonable and some are unexpected. Tenants make so many claims that they seldom see them anywhere else. From Shahe Street to Baishizhou, Zou Xiaoming, who is the head of the on-site working group, confessed.

According to the previous practice in Shenzhen, the lease-clearing period is usually two months, and Baishizhou has been given an extra month. Considering that there are more tenants in Baishizhou, we should avoid the surge of more than 80,000 people. Zou Xiaoming said.

As a government agency, the on-site working group assumes the role of coordinator of interests of all parties, and provides timely solutions to problems arising in rent clearance. At the end of July and the beginning of August, Shahe Street Office organized several communication meetings with representatives of businessmen and parents of students. A 300 square meter building was transformed into a reception hall for the masses.

On July 24, Baishizhou Renewal Official Micro was officially launched, and policy interpretations, update trends and relevant tips were issued one after another. In addition, the working group also organized forces to conduct research in 17 nearby villages in the city, to make the surrounding rent prices, driving routes and so on known to the public through Wechat.

On the opening day of school on September 1, Baishizhou opened three old dedicated buses to pick up and transfer students who lived far away from the school after their relocation. But for tenants, the rent increase caused by large-scale demolition is the pain they have to bear.

Baishizhou Renewal is a major project in Shenzhen City and Nanshan District. It has received great attention and is under great control. It is not wrong. Zou Xiaoming said.

Late changes

Like every large-scale demolition, the myth of wealth creation is the most eye-catching. On December 28, 2018, the Shenzhen Municipal Planning and Land Commission officially approved the Urban Renewal Unit Plan of Shahe Five Villages in Shahe Street, Nanshan District. Subsequently, the news of the birth of 1878 billionaires in Baishizhou has been bubbling on the Internet.

According to a local villager who has signed a contract, the demolition area of his family is about 1200 square meters. According to the compensation standard of 1:1.03, 15 houses will be returned after demolition, of which 7 are apartments.

But there are not many big households like him. Baishizhou Industrial Co., Ltd. is the main body of the declaration of the old reform. Chi Weiqi, chairman of the company, told China News Weekly that 1878 households are the total number of local villagers. The average property area of the local families is 560 square meters, and the villagers whose area exceeds 1000 square meters will not exceed 20%. Tens of millions of people were born overnight. The rich mans claim does not hold water.

But the rewards after demolition are obviously rich enough. A staff member of Chain Home Network told China News Weekly that Baishizhous current second-hand houses are divided into staircase rooms and elevator rooms, with unit prices ranging from 65000 to 75000 yuan per square metre, while those in the surrounding overseas Chinese city are about 100,000 yuan.

Suddenly great wealth is enviable. But for aborigines, the day has been waiting too long. The history of Baishizhou is full of tears. One villager said.

Land is the root of all problems.

In 1959, due to the need of frontier defense, the then Foshan Agricultural Reclamation Bureau set up Shahe Farm in the five villages of Shahe, which was later subordinated to the jurisdiction of Shenzhen. 1992 was a crucial year, laying the groundwork for future contradictions. In this year, Shenzhen Special Economic Zone carried out Urbanization in rural areas. Shareholding companies were set up in villages and farmers became shareholders. However, the villagers in the five villages of Shahe only get urban household registration, and other policies have not been implemented. Shahe Five Villages has become a marginal entity that has not established a joint stock company, has no right to confirm the villagersresidence land, and has not returned land for collective economic development.

Farmers who have lost their land cant farm, they can only plant buildings on their homesteads. In the villagersmemory, Baishizhou had three peaks of planting buildings. The first was the demolition of tiled houses in the 1980s, and the second was the demolition of ancestral houses around 1992 to build three or four-storey buildings. With more and more tenants, the illegal buildings in the villages around 2000 have been built higher and higher. Sometimes it comes up to check, knocks off two or three floors, and soon the villagers quietly cover it.

Because of the historical debt, the government can only acquiesce in the villagersbehavior of obtaining rent income by planting buildings. However, due to the absence of their own collective economy, the living standards of the villagers in the five villages of Shahe are far behind those in the neighboring Dachong village. From 2003 to 2007, Baishizhou villagers have been appealing to the central government from the city to the province. The villagersappeal is to return their own land.

With the take-off of Shenzhen, Baishizhou stands beside Shennan Avenue, but it is more and more inconsistent with the image of Shenzhen. Baishizhou Road is separated by the luxury residence area of Overseas Chinese Town, Nanshan Science Park in the west, Happy Valley in the East and Window of the World. Compared with the rapid development of its surroundings, this is a corner forgotten by time.

In 2004, the news of the old reform came from Baishizhou, but because many historical problems remain unresolved, the old reform can not be promoted. At the end of 2006, with the support of Nanshan District Committee and District Government, Shenzhen Baishizhou Investment and Development Co., Ltd. was established with 2075 original villagers in Shahe Wucun as shareholders, representing the collective economic interests of villagers.

On December 31, 2009, a breakthrough was made in the historical legacy of the five villages in Shahe. Of the 146,900 square meters of industrial land in the area, 816,000 square meters were allocated to the Nanshan District Government for solving the historical legacy problems. Nanshan District decided to transfer the related land and assets to Baishizhou Investment and Development Co., Ltd. for management and income.

In July 2014, Baishizhou was approved to be included in Shenzhen City Renewal Unit Plan after the collective land was sacked for safety. In June 2017, Nanshan Administration Bureau of Shenzhen Municipal Planning and Land Commission publicized the draft urban renewal unit plan of Shahe Five Villages. At the end of 2018, the project received special approval. So far, the 14-year urban renewal plan of Baishizhou has become a reality, and the old aircraft carrier has come too late.

Dont always blush at our local people, many of the bitter and bitter outsiders of that year are not clear. Chi Weiqi, chairman of Baishizhou Stock Company, said. Baishizhou Stock Company, which represents the interests of villagers, does not want to deal with state-owned enterprises because it has been involved in land disputes with state-owned enterprises in the past decades. After many investigations, they finally chose Greenview China, a real estate company listed in Hong Kong, which has many years of experience in the Shenzhen market.

Baishizhou is not an ordinary commercial project, nor is it to change the old for the sake of the old. One of its important tasks is to solve the problems left over from history. Hu Weiming, general manager of Lujing Real Estate Shenzhen Company, told China News Weekly.

According to the agreement, Green Landscape Real Estate must complete at least 100% of the initial contract before the end of December 2020, in order to eventually become the developer of the Baishizhou project. Whether the old aircraft carrier can land smoothly remains to be tested.

A life of hardship but not depression

With the old changes stirred up, there are many people can not place the Shenzhen Dream.

Chen Qichong, head of the Diandian Bus Theatre Troupe, is a native of Shenzhen. He lived in Chengzhong Village before he was 6 years old. In his childhood memory, all the villages in the city come and go are tenants.

In 2015, Chen Qichong starred in the drama Baishizhou, which originated from the life experience of the playwright Yang Junfu in Baishizhou. There are charterers, shampoo girls, Chaoshan bosses and other people in the play. The tearful scenario in the laughter has made it more than 90% of the seats in the first two rounds of performances.

Baishizhou, representing hundreds of villages in Shenzhen, is a landmark symbol. Chen Qichong concluded, The village in the city has given many young people who want to make a breakthrough a dream to set sail in a pure land. There is a place where they can afford to rent and eat, and save money, buy houses and move out for three or five years.

In July this year, Chen Qichong heard the news that Baishizhou was about to be demolished. He felt sorry and helpless. The cultural symbols of ancestral temples and enclosures will be infiltrated and replaced with the development of the city. As dramatists, our way of remembering is to create some works for the city.

From September 26 to 28, the play Baishizhou will be repeated in Shenzhen. An important change in the new edition is the addition of a plot at the beginning: Baishizhou is about to submerge, and all the people are evacuated as soon as possible. The creator hints at the demolition and reconstruction.

Singer Chen Chusheng lived here before he became famous. He rented a single room of 15 square meters for 700 yuan. For literary and artistic youth, this is not only the paradise of dormancy, but also the fertile land of creation.

Nut Brothers, a behavioral artist living in Shenzhen, is a long-haired Hubei man who has freely created art since 2011. On June 30 this year, the Nut Brothers heard about the demolition of Baishizhou. He spent three or four days conceiving more than ten ideas and finally chose Shenzhen Doll. He walked into hundreds of studentsfamilies in Baishizhou and asked them to take pictures with dolls with the words Baishizhou demolition and I dont want to drop out of school.

Later, he hired a large excavator and grabbed the dolls collected from Baishizhou and threw them into the River Ditch in a clearing on the border of Shenzhen, indicating that foreign children were abandoned by Shenzhen. On the Internet, the video and the topic of 4,000 children in Baishizhou are going to be unable to learn spread rapidly.

However, Shahe Street officials said that this was a clear misleading public, public schools did not have children because of the relocation of school, Nuts Brothers were interviewed by the police station. After that, he left Shenzhen temporarily to find a venue for an exhibition in Beijing, but nobody took it.

The Nut Brothers told China News Weekly that his wish is to help parents realize their demands, that is, to demolish by stages, go to school nearby and stay in Shenzhen. He also hoped that the government would take Baishizhou as an example and begin to pay attention to the rights and interests of tenants.

In 2018, Liang Long, the lead singer of the second-hand Rose Band, was invited to play No. 2 in the independent film Back to South Sky. Half of the film was taken in Baishizhou, where Liang Long first experienced the culture of the village in Shenzhen in a month.

Thats a very different place. Its very close to Happy Valley and the window of the world. Its like making a turn and crossing in three minutes. It gives people a very complex feeling. Liang Long told China News Weekly, The greatest feeling Baishizhou has given me is coexistence, there is a kind of life beside glorious but not depressed.

Liang Long did not want to eat in the nearby building. He preferred the cheap and delicious food of Baishizhou. The hotel where the crew stayed was in poor condition and there were mice in the evening, but he was gradually accustomed to this kind of life, and even had some nostalgia when he left.

Liang Long wrote two or three songs in the interval of filming, one of which was called A Dream of Baishizhou. There are countless splendors beside Shennan Avenue, but have you ever passed a place called Chengzhong Village? Looking at the window of the world, the direction of the Happy Valley, shaking hands and shouting the dream of Baishizhou... He sang like this in the song.

Whose Baishizhou?

For some researchers, Baishizhou also carries the proposition of many cities.

Mary Ann ODonnell, an American doctor of anthropology, is an independent artist and curator. Since 1995, Malian has been conducting anthropological studies in Shenzhen. Bancun, fluent Chinese, familiar with Shenzhens humanities and history, people here kindly call her Lao Ma.

In 2013, Malian spent 800 yuan renting the 12.5-square-meter room, opening up a series of interesting artistic explorations. At first, I was a little proud, always thinking about what we can do for Baishizhou. In the second year, we found that we did not do anything for Baishizhou. It was Baishizhou that was giving us all. Malian laughed and remembered.

The shell of Baishizhou is deceptive. Before entering Baishizhou, it is easy to misunderstand that all the workers here are low-educated and low-income. In fact, the stratum here is the most complex. There are not only college graduates who have just graduated from Shenzhen, but also many small entrepreneurs, as well as foreign families who want their children to be educated in Shenzhen. Malian said.

After the change of thinking, Handshake 302 opens the door and becomes everyones participation from attracting others. In the past six years, they have done a lot of brand activities. For example, White Stone Notebook invites people from different industries to live in Baishizhou for a week, find inspiration in their respective areas of expertise, and make personal expression. For example, regular salons such as Paper Crane Tea Party and Single Rice attract all kinds of people from this city to Baishizhou and 302.

In early July, Shake Hand 302 also received rent clearance notice from landlords. Fsheng is a real local Shenzhen native, tall and tall, like a northerners figure, with a big voice, but without any malice. Barefoot + shorts + flip-flops + bicycles are the standard match for his appearance, they described in a public document.

On August 19, Shake Hand 302 moved out of Baishizhou, just six years before they moved in. Soon after, they found a new foothold near Xiasha subway station in Futian District, and started a new salon activity on August 31. It is still a village in the city, still a handshake building, but the number of the door changed from 302 to 804. Malians observation and Reflection on the city is continuing. The core question she wants to discuss is: What is a city?

For Malian, who grew up in the suburbs of New Jersey, Manhattan in New York is the city of childhood memories. In Manhattan, Lower East Side is the intersection of immigration and multiculturalism. Chinese, Latinos and Jews live together. There are gray gravel alleys and honeycomb-like crowded houses, as well as high-end apartments and trendy boutiques. Baishizhou is the most similar city in Shenzhen to Manhattan. Shops are very narrow, people are very mixed, things are expensive and cheap. Inclusive street culture, can hear a lot of different languages. Malian said.

Malian believes that cities should be shared by the largest number of people, and Baishizhou in the past is just such a space. Baishizhou contains a lot of dreams and possibilities. It has a good location. There are plenty of opportunities for opening and attending school. These resources can be shared with those who settle in this space.

On the contrary, she resents the urban substitutes represented by Shopping Mall. The tall Shopping Mall may be in line with many peoples definition of the city, but she believes that it is precisely the product of separating the rich from the poor. She pointed to the cafe and said, Were not sharing this space anymore. Were renting this chair.

Go and stay in the village in the city

According to the plan, the rebuilt Baishizhou will be a commercial and residential complex with the characteristics of smart urban areas. Schools, care centers, security houses and other facilities related to public interests will be given priority. At the same time, a city renewal Museum of 2,300 square meters will be built to retain the memory of villages in the city by means of pictures, images and miniature models. Baishizhou will not disappear, it just exists in another form. Hu Weiming, general manager of Lujing Real Estate Shenzhen Company, said.

In 2008, Professor Yang Xiaochun of the School of Architecture and Urban Planning of Shenzhen University visited Baishizhou with an American scholar. She has been impressed by one of the others sentiments: the real city of Shenzhen lives in a village in the city.

In Yang Xiaochuns view, urban villages provide a affordable living condition for young white-collar workers and urban service population. In essence, urban villages are farmers who use private assets to undertake the service function of public goods.

Villages in the city once played an indispensable role in the process of urban development... Villages in cities will play an increasingly important role. In March this year, the Master Plan for Comprehensive Renovation of Urban Villages (Old Villages) in Shenzhen (2019-2025) was released. Subsequently, Shenzhen Municipal Planning and Natural Resources Bureau made the above interpretation of the plan.

In the process of urbanization in the past decades, pushing back, partial transformation and comprehensive renovation have become the three major outlets for villages in cities. The efficiency of pushing back and coming back is the highest, but the voice of negation is more and more.

In October 2018, Xi Jinping put forward during his visit to Guangdong: Urban planning and construction should attach great importance to the protection of history and culture, do not rush for quick success and instant benefit, and do not dismantle large-scale construction. We should highlight local characteristics, pay attention to the improvement of human settlements, adopt more micro-transformation of this kind of embroidery efforts, pay attention to the inheritance of civilization and cultural continuity, so that the city can leave a memory and let people remember homesickness.

Based on this, the general plan for comprehensive renovation of old villages in Shenzhen (2019-2025) puts forward the idea of fully considering the elasticity of urban development and retaining a certain proportion of urban villages in the planning period. According to this plan, 75% of urban villages will be retained in the next five years, according to industry analysts.

In fact, there has been a consensus on the contribution of the village in the city, especially in the planning community. Yang Xiaochun said. However, Shenzhens urban renewal policy has been relatively loose, resulting in a large number of demolition and reconstruction.

When the first edition of the urban renewal document was released, Yang Xiaochun had reservations about the relevant provisions. There is no problem with the general direction of urban renewal, but there is a problem with the scale of policy. The outstanding performance is that the threshold of demolition and reconstruction is too low, and there is no clear requirement for the age of the building. In Shenzhen, a city with rapid appreciation of real estate, it will naturally lead to villagerspursuit of the most profitable demolition and reconstruction methods. She said.

Things are changing. In March 2019, Shenzhen Municipal Planning and Natural Resources Bureau issued the Regulations on the Planning and Management of Urban Renewal Units for Demolition and Reconstruction in Shenzhen, which requires that urban villages and old houses with current volume ratio of more than 2.5 should not be included in the scope of demolition in principle, and that specific requirements should be put forward for the total area of demolition and the length of buildings.

Yang Xiaochun told China News Weekly that there has been a misunderstanding about Shenzhens urban renewal in recent years, thinking that only one option is to demolish and rebuild. In fact, Shenzhens urban renewal is not blindly demolishing the villages in the city, but has been diversified. In her mind, Dafen Oil Painting Village and Baoan Phoenix Village are good models for comprehensive renovation and self-renewal.

Shenzhens exploration of the transformation model of village in city began several years ago. In 2012, Hubeigu Village, a 500-year-old village in Luohu District of Shenzhen, attracted the attention of many experts and scholars in the process of urban renewal. Through the continuous promotion of the third party and an administrative lawsuit initiated by a deputy of the National Peoples Congress, the voice of protecting the ancient village finally gained the upper hand. Yang Xiaochun, who was engaged in the research of historical heritage protection at that time, was also one of the participants.

In her opinion, Hubei village reconstruction is a very good sample for the whole urban planning circle in China. It not only retains an ancient village, but also establishes a rational consultation mechanism in the debate between demolition and non-demolition with a more open attitude to different voices.

Girlfriend Marriage Requirements BMW + Marriage Room Boys Worry: Demolition only 2 million

To buy a car, it is designated as the BMW Five Series; to buy a wedding house, it is necessary to have a set of 89 parties in the urban area.

Netizens said that although the demolition compensation for the young man more than two million yuan, but in the face of these demands of the woman, it is still very difficult, and even will empty the savings of parentshard work life.
