Reporters recently learned from the Beijing Eco-environment Bureau that this year to the present, Beijing has strengthened law enforcement against the illegal phenomenon of mobile pollution sources represented by heavy diesel vehicles. At present, nearly 180,000 heavy diesel vehicles have been included in the blacklist of over-standard vehicles.
According to the latest round of Beijing air pollution source analysis results, at present, the main source of air pollution in Beijing is mobile sources represented by motor vehicle emissions, which has increased from 31% to 45%, accounting for the largest proportion of all pollution sources. Among the mobile sources, heavy-duty diesel vehicles accounted for 32% of the total emissions. In the past two years, Beijing has steadily strengthened its enforcement of mobile pollution sources represented by heavy-duty diesel vehicles. Beginning in April 2018, Beijings environmental law enforcement authorities have implemented closed-loop management for heavy-duty diesel vehicles that exceed the standard. Heavy diesel vehicles with excessive emissions detected in law enforcement will be included in the blacklist of excessive vehicles database. Heavy-duty diesel vehicles with excessive emissions are not allowed to enter Beijing until they are qualified for reexamination. In Beijing, the public security and environmental protection departments will share data and enforce the law precisely when the local vehicles with excessive emission are on the road before they pass the re-inspection. Through data analysis, the environmental protection departments will carry out household inspection on the vehicles with excessive emission according to the actual situation. Up to now, a total of 179,000 overqualified vehicles have been included in the blacklist of overqualified vehicles database.
In addition, law enforcement officers also implemented 24-hour and all-weather law enforcement and supervision at 38 entrances to Beijing, especially 18 key entrances to Beijing, basically realizing the comprehensive supervision of heavy diesel vehicle emissions.
