On September 11, Taian Taishan District Market Supervision Bureau and Taishan District Branch of Taian Public Security Bureau jointly issued a circular on complaints against Shuanglong kindergartens in Taishan District.
At 14:46 and 20:06 on September 6, 2019, Taian City Taishan District Market Supervision and Administration Bureau and Taishan District Branch of Taian City Public Security Bureau received complaints and alarms respectively. The dining hall of Shuanglong kindergarten in Taishan District used mouldy ingredients to process and produce food. Taishan District attached great importance to it and was immediately composed of the district market supervision department and public security department. The Joint Working Group moved in and launched a comprehensive investigation.
I. Investigation and Evidence Collection
Investigators conducted a comprehensive inspection of the food processing site in the park, and sealed up 17 kinds of food materials used in the canteen site and normal use. Some of the dried jujubes were judged to be unqualified because of their poisoning and deterioration, which had lost the original state of the food. In addition, 16 kinds of food ingredients were sampled and tested by Shandong Anpu Testing Technology Co., Ltd. with qualifications under the witness of three parents. After testing, 66 items of biotoxin, pesticide residue, veterinary drug residue, preservative, lean meat essence, aflatoxin B1 and other indicators in 16 samples met the national standards.
In addition, parents provided investigators with 1 bags of fresh pork ribs, 1 bags of moldy leaves, 1 pig meat stuffed with peculiar smell, pig leg meat with white spots, yellow broccoli, and rice pictures with moths. Investigators checked and screened the questions reflected by parents one by one. By calling video surveillance, they questioned the parties and found no evidence that the above items were directly used in food processing and management.
At the same time, investigators conducted a retrospective investigation on four suppliers of food raw materials in the park, all of them have complete licenses, the sources of food supplied are legitimate, and the demand for certificates and tickets is standardized, which conforms to the provisions of food safety management.
2. Recognition and handling of the situation according to law
After investigation, the relevant certificates of food management handled by the park are complete and valid, but the main responsibility stipulated in the Food Safety Law of the Peoples Republic of China has not been strictly implemented. Monthly self-examination is mere formality, internal management is chaotic, staffs sense of responsibility is poor, food storage and processing are not standardized, and expired spoiled food has not been cleaned up in time. It leads to parentsdissatisfaction and disturbs the normal teaching order.
In accordance with the relevant provisions of the Food Safety Law of the Peoples Republic of China, the Taishan Market Supervision and Administration Bureau of Taian City has investigated and dealt with the park and given it:
(1) Warning; (2) Punishment of a fine of 100,000 yuan, and in accordance with the provisions of the Administrative Punishment Law of the Peoples Republic of China, ordering them to immediately correct their illegal acts.
Taishan Branch of Taian Public Security Bureau, in accordance with the relevant provisions of the Law of the Peoples Republic of China on Administrative Penalties for Public Security, imposed administrative detention for 10 days on Teng Mou, the head of the garden, Zhou Moushan, the purchaser, and for eight days on Chen Mouqin and Li Mouxia, the cook, with a fine of 500 yuan.
