We can see that the production capacity of pigs has decreased significantly since this year, and the prices of pigs and pork have risen significantly, and the lives of the people have also been affected to a certain extent. I would like to ask what measures the National Development and Reform Commission has taken to ensure supply and price stability? In addition, we are also concerned about the hoarding and collusion of individual merchants to raise prices. What measures have market regulatory authorities taken to strengthen the supervision of pork market prices?

Thank you very much for your questions. Since the outbreak of swine fever in Africa last year, the National Development and Reform Commission (NDRC) has attached great importance to and paid close attention to the impact of the epidemic on the production, supply and price of live pigs. It has taken the initiative to act actively and plan in a timely manner, and has put forward and adopted a series of policy measures to ensure the stable supply and price of live pigs. These measures have several aspects:

First, we took the lead in formulating and promulgating some comprehensive programs and measures. With the approval of the State Council, our Committee issued the Program to Cope with the Influences of the African Swine Fever Epidemic to various regions and relevant departments in early March this year, which focuses on stabilizing pig production, promoting market circulation and strengthening reserve regulation. Specific measures and requirements are put forward. In mid-March, our committee took the lead in forming eight research groups to conduct a general survey on the production and marketing situation of live pigs in 16 epidemic provinces in China. After the survey, it resolutely put forward relevant policy recommendations, formulated more powerful ten measures to ensure stable supply and price in the pig market, issued documents and implemented them, and promptly promoted the relevant departments and regions to carry out health care. The pig market will provide stable prices.

Second, we will vigorously support the capacity-building of pig farming. Since this year, the CPC has arranged an investment of 3.7 billion yuan in the central budget, mainly to support livestock and poultry manure resource utilization in large counties and reduce environmental protection costs of large-scale farming enterprises; an additional 1.1 billion yuan has been invested in the central budget, focusing on supporting non-point source pollution control of livestock and poultry manure in the central and western provinces of the Yangtze River Basin. Recently, the CPC, together with the Ministry of Agriculture and Rural Areas, issued the Notice on the Investment Arrangement within the Central Budget for the Stabilization of Pig Production. On the basis of continuing to promote the utilization of manure resources in large livestock counties, the CPC intends to select 100 large non-livestock counties with a stockpile of more than 100,000 pigs to promote the utilization of livestock and poultry manure resources throughout the county. Work, each county subsidies up to 30 million yuan; and start the implementation of large-scale pig farm construction subsidies projects, the end of 2020 to build new, rebuild and expand pig farms, large-scale pig farms, restricted areas of large-scale pig farms in different places to rebuild a one-time subsidy.

Third, we should focus on strengthening the capacity of reserve regulation and control. Reserve regulation is an important way to ensure stable supply and price. With the consent of the State Council, in March this year, the CPC vigorously promoted the central frozen pork storage work, and issued notifications to guide local frozen pork storage work and urge local governments to implement the storage task in place. At present, frozen pork storage at central and local levels has reached a certain scale. In the near future, we have also taken the lead in formulating freezing pork delivery plans at important time points. In the coming Mid-Autumn Festival, National Day and New Years Day, Spring Festival and other important holidays, we can provide a strong guarantee for pork market supply.

Fourth, we should ensure the basic livelihood of the people in need. In the case of a certain increase in food prices, especially pork prices, in order to ensure that the basic livelihood of the people in need is not affected, our Committee timely guides the local authorities to strictly implement the linkage mechanism between social assistance and security standards and price increases. Since April this year, many local food prices have risen to meet the starting conditions of the linkage mechanism. Our Committee has sent prompt letters to all localities to urge relevant localities to start the linkage mechanism in time and distribute temporary price subsidies to the people in need according to the time limit. At the same time, it also guides those places where conditions permit to improve the subsidy standards in accordance with local conditions. Up to now, a total of 3.23 billion yuan of temporary price subsidies have been granted, benefiting 129 million people in need.

Next, the National Development and Reform Commission will earnestly implement the decision-making and deployment of the Party Central Committee and the State Council, closely monitor, warn and analyze the price situation of pig and pork markets, intensify comprehensive coordination efforts, actively stabilize pig production, precisely carry out market price regulation and control, and fully grasp the implementation of relevant policies. In short, we have sufficient material resources, effective policy tools, rich experience in regulation and control, and are confident of being able to meet challenges, defuse risks, and do a good job in ensuring supply and price stability in the pig market.
