The Opinion stresses that policy measures should be strengthened. One is to increase financial policy support. We should improve the policy insurance of hog, increase the insurance coverage, expand the scale of insurance, and link with the harmless disposal of dead pigs, and encourage local governments to continue to carry out and expand the pilot scheme of pig price insurance. We will innovate financial credit products and explore ways to incorporate land management rights, farming enclosures and large-scale farming machinery into the scope of collateral. The second is to protect the land for pig farming. We will improve the policy on farmland for facilities, rationally increase the scale of land for ancillary facilities, abolish the upper limit of 15 mu, and ensure the need for facilities such as waste disposal. Third, we should strengthen the guarantee of the rule of law. We will accelerate the revision of animal epidemic prevention law and regulations on pig slaughter management, study and revise laws and regulations on veterinary drug management, and improve the legal system of pig industry. Strengthen law enforcement and supervision, and investigate and punish illegal and illegal acts in pig breeding, transportation, slaughtering and innocuous treatment according to law.
The Opinions require that the peoples governments of all provinces (districts and municipalities) take overall responsibility for stabilizing pig production and ensuring market supply in their respective regions, and the principal person in charge is the first responsible person. All regions and relevant departments should divide their work according to their responsibilities, intensify their efforts and carry out their work well. By the end of this year, all provinces (districts and municipalities) will report the implementation to the State Council.
