The anti-impact ability of key core links involves three key elements: basic research, breakthrough of key core technologies and support system of industrial services.
On the 24th of the Beijing News Express, when the Standing Committee of the National Peoples Congress deliberated on the report of the State Council on the implementation of the National Economic and Social Development Plan since this year, some members suggested that a system of anti-impact capability of key national technologies be established.
Members Lu Jian said that the report mentioned that the lack of impact resistance of key core links is an important problem. The anti-impact ability of key core links involves three key elements: basic research, breakthrough of key core technologies and support system of industrial services. I believe that the country still needs to respond systematically and sustainably from a macro perspective. Specific proposals from three aspects to promote, first, the establishment of anti-impact capacity system, with such a concept to build in a series of key core links to put these three elements together for planning and promotion. Secondly, when we construct this system as the target object, we should divide it into several stages. In some fields, we should have a clear grasp of the extent to which each stage develops and the extent to which it will develop in the future. Thirdly, we should adopt a series of sustained and systematic methods of promotion. The most important thing is to promote the coordination of the three elements system planning and consistency in the key core links, and then continue to advance. Only by building up the anti-impact ability system of the key core links can we have a greater base and ability.
Responding to the suggestion on core technology just made by Lv Jian, said Wu Lixin, a member of the committee. The report mentions that our countrys core technology is not strong enough to resist shocks and faces many difficulties in the short term. It is suggested that the relevant departments of the state strengthen the basic research of these core technologies and strategic frontier technologies. Now we are all talking about big data and artificial intelligence. We are also working on big data in the ocean field. But looking back on doing this, we find that our basic theoretical reserves in these fields are insufficient and it is difficult to make breakthroughs. We should strengthen the foundation of core technology and strategic frontier technology. It is very difficult for us to lead and surpass the investment of basic research without the guarantee of this aspect.
Yang Zhen, a member of the CPPCC and CPPCC, said, During the two sessions of this year, according to the implementation of the budget in 2018, we found that there is a relatively important indicator that is inadequate, that is, the proportion of R&D in GDP reflecting a countrys scientific and technological innovation capacity. Our country is 2.18% in 2018, but according to the 13th Five-Year Plan, the expected target is 2.5% by 2020, that is, by the end of the 13th Five-Year Plan. Therefore, it is suggested that R&D should still maintain considerable investment and strive to complete 2.5% of the 13th Five-Year Plan outline in the case of relatively tight funds.
In the structure of R&D input, the proportion of basic research is obviously insufficient. The main body of technological innovation is enterprises. In order to further encourage enterprise research and development, and to encourage many enterprises to increase investment, especially some small and medium-sized enterprises, it is suggested that the proportion of additional deduction should be increased for enterprise investment in R&D. It is not only a simple tax reduction, but also whether the deduction of R&D investment can be increased from 70% to 100%. It makes enterprises willing to invest money in R&D.
