It is also expected that the number of agricultural products downgraded to TPP level will be less than envisaged. Japan and the United States will hold summit talks in conjunction with the Group of Seven (G7) summit in France from 24 to 26 this month to confirm the outcome of ministerial consultations and make final political judgments.
After the negotiations have been concluded, there are still some issues to be overcome, such as the formulation of agreements, signatures and parliamentary approval. If the signing process can be advanced to the end of September and the approval process can be advanced at the Japan Provisional Congress starting in October, the effective procedures of the Japanese side are expected to be completed within this year. If it fails to catch up with the provisional parliament in autumn, it will go through the formalities in the regular parliament next year. The United States also intends to strive for early entry into force.
The Japanese and American governments set the end of September summit meeting during the United Nations General Assembly in New York as a time target for negotiation. The U.S. is eager to reach an agreement with Japan as it will launch a full-scale presidential election for next year from this autumn.
