According to the relevant departments, as of June this year, Beijing Public Security Bureau, in conjunction with the Urban Management Committee and other departments, has cleaned up 10 garbage black transfer stations and black dregs and soil yards. According to the regulations, all qualified construction waste disposal sites in Beijing can be inquired on the information sharing platform of comprehensive management and recycling of construction waste in Beijing, but the land for reclamation in Magezhuang Village can not be inquired.

Wang Tao, Secretary-General of the Beijing Transport Chamber of Commerce, explained to reporters that according to the Beijing local standard DB11/T1077-2014, the hopper standard of dregs trucks is 5.6m x 2.3m x 1.5m. The hopper also needs to be equipped with tarpaulins. Because there are 10 tires in the hopper, it is also commonly known as the (standard) ten-wheeled or green leather truck, and the hopper volume of such dregs trucks is 5.6m x 2.3m x 1 Nearly 20m, almost all other specifications of dregs trucks belong to irregular vehicles.

During many days of car-following visits by journalists of the Beijing News, the situation of large truck dregs scattering, shielding the number plate, running red lights and so on appeared frequently.

Unlicensed transportation, blocking the number plate and running the red light are all common problems of dregs trucks. Shang Feng told reporters that since July when the two construction sites were notified of their illegal disposal of waste, many sites have been more careful than before, and more standard vehicles with permits have been chosen when using the vehicles. Through the advertisements in the Wechat group, the reporter has made contact with several black dregs. On August 7, a man who advertised in a group told reporters that his dregs yard is located in Guangyang District, Langfang City, Hebei Province. It can collect construction waste, but not domestic waste, 400 yuan per car.

Another advertisement claims that northern Yaoshangcun in Fangshan District collects all kinds of dregs. Contacts told reporters, 300 cars, only 10 rounds.

The dregs collected in the black dregs field are priced by cars, but in the regular construction waste disposal yards, they are priced by tons.

Reporters contacted several regular construction waste disposal sites in Beijing. The charge standard for dregs ranges from 20 yuan to 45 yuan per ton. According to the specifications of the regular dregs transport vehicle, the weight of each vehicle is 30 tons, which means that the dregs of each vehicle should pay 600 yuan to 1350 yuan to the regular clearing house.

Shangfeng, who has dealt with the transportation of dregs all the year round, said that in the black dregs yard, the charge for a car of dregs is generally between 300 yuan and 600 yuan, while the regular absorption yard is far above that price. A car is at least 300 yuan apart. A motorcade pulls dozens or even hundreds of cars every day. Shang Feng said that many fleets only delivered to the black dregs field, the price difference is the most important reason.

On August 14, the reporter arrived at a black cinder field on the north side of Fuhao Village in Tongzhou District, which is located on the east side of Bifu Road.

Two cars ran through the red light all the way through the residential area and returned to a construction site on the northeast side of the electronic city community of Half-cut Tower Road in Chaoyang District.

In order to prevent such problems as traffic police reconfiguration, overloading and undocumented transportation, many slag convoys also have special personnel responsible for car protection.

On the evening of August 7, the reporter followed Shangfeng from Beijing to Guan, Hebei Province. On the highway, he saw more than 10 vehicles carrying construction waste. At Guan toll station, a row of front four back eight trucks stopped in front of the toll station, and not far from the exit of the toll station, several cars stopped at the roadside, and the driver was asking people about the road condition.

Shangfeng told reporters that these car drivers are so-called car-keepers, they explore the road in front of the toll station to see if there is a traffic police car, and so on conditions permit, before notifying the truck behind the stop. Until the early morning of August 8, when reporters returned to Beijing via Guan toll station, they could still see more than 10 dregs and dirt trucks parked here.

Rejection of Construction Site Residue from Partial Regular Reclamation Sites

Wang Tao, secretary-general of the Beijing Transport and Commerce Chamber, told reporters that besides the low fee standard of the black slag soil yard, there are still some irregular operations of the regular slag soil yard, which also catalyzed the irregular dumping of some transport fleets in the black slag soil yard.

Wang Tao believes that the current distribution of construction waste disposal sites in Beijing is unreasonable, mostly in Shunyi, Miyun and other relatively remote areas. If it is a project in the urban area, the cost of transporting dregs to these areas is too high, which also leads to illegal dumping of dregs by convoys.

In some formal clearance agreements issued by journalists, many contents are not clear. Some contracts simply state Party A and Party B, and the tonnage of dregs.

Shangfengs certification refers to the start-up permit of the construction site. According to relevant regulations, the construction site must have a residue absorption permit before it can handle the start-up permit.

Shangfeng explained to reporters that the construction site needs to start, in accordance with the principle of who produces and who absorbs, the construction party should deal with the dregs and soil absorbance certificate, but because the processing of the absorbance certificate often generates some costs, many construction parties have pushed this task to the transport company on the construction site.

A person in charge of a transport convoy cited an example, saying that the transportation company contracted the transportation task on the construction site, which was settled according to the actual amount of earthwork transported. All kinds of expenses incurred during the whole transportation process are borne by the transport party itself, one cubic metre of dregs, with prices ranging from several tens of yuan to one cubic metre, and are calculated at 50 yuan and one cubic metre. Each square earth weighs about 1.5 tons, and the regular clearing house charges 30 yuan per ton. With standard ten wheels to transport goods, a vehicle of 20 cubic meters is about 30 tons. The transportation company takes 1,000 yuan from the construction party, and then gives 900 to the clearing house. Counting the fuel cost, drivers salary and vehicle wear and tear, it is sure to lose money.

Shang Feng said that many people will not strictly deal with the actual production of the site when they apply for residue clearance certificate, but only spend the least money to handle the clearance certificate. This action will also lead to the above phenomena in the public information of the project that the amount of earthwork for clearance certificate is not in conformity with the actual amount of earthwork. And more construction waste goes to low-cost black slag dump.

Wang Tao told reporters that in the field of engineering construction and dregs transportation, according to experience, there are some algorithms. For example, in the demolition project, 1.2 tons to 1.6 tons of construction waste will be generated for every 1 square meter building demolished; in the case of a new project, a new 10,000 square meter building will generate 500 to 600 tons of construction waste.
